32 VACANCIES AT TANZANIA AGRICULTURAL DEVELOPMENT BANK LIMITED (TADB)

BACKGROUND OF TADB
Tanzania Agricultural Development Bank Limited (TADB) is a
Government Institution established under the Companies Act, 2002
and licensed under the provisions of the Banking and Financial
Institutions Act No 5 of 2006 and the Banking and Financial Institutions
(Development Finance) Regulations, 2012. The bank has the following
key objectives:
 To catalyze credit delivery to the agricultural sector and thereby
accelerate agricultural growth;
 To lead, as an apex agricultural financing bank, in capacity building
strategies and programmes to strengthen the agriculture financial
value chain;
 To be an important player in the implementation of the
Government’s development vision, policies and programmes,
including but not limited to the Tanzania Development Vision
2015, Agricultural Sector Development Programme, Kilimo Kwanza
Initiative, Second-Generation Financial Sector Reforms as well as in
the furtherance of the National Strategy for Growth and Reduction
of Poverty for Mainland Tanzania (MKUKUTA), and Zanzibar
Strategy for Growth and Reduction of Poverty (MKUZA);
 To build on existing agro-financing activities through provision of
short, medium and long-term facilities to the following:
smallholder farmers’ groups, savings and credit cooperative
societies (SACCOS), community banks, commercial banks and
microfinance institutions (MFIs) that are active in lending to the
agricultural sector;
 To coordinate and monitor agriculture and rural lending activities
with a view to maximizing the impact of agricultural growth by
working closely with the Ministries and institutions responsible for
Agriculture, Regional Administration as well as the numerous
players active in this sector;
 To assist the Government in implementing its policies on
enhancing financial inclusion and economic empowerment in the
rural areas.
EXISTING VACANCIES
The TADB is hereby inviting applications from suitably qualified
candidates to fill the following vacancies:

1.0 HEAD OF INFORMATION AND COMMUNICATION TECHNOLOGY –
1 Vacancy, DSM
Nature and Scope:
The Head of Information and Communication Technology will report to
the Managing Director. He/She will be responsible for the formulation
and implementation of Information Communication Technology (ICT)
strategy in order to facilitate and support smooth operations of the
bank.
Duties and Responsibilities:
 Plan, develop, implement and manage the integrated ICT strategy
to facilitate effective information processing and data
management;
 Ensure ICT related investments are able to achieve the expected
business objectives at optimal costs;
 Co-ordinate data processing, networking, office automation and
external contractors in the provision of efficient computer systems,
services and support;
 Plan and upgrade systems installations and introduction of new
systems to enhance systems performance, integrity and
administration;
 Ensure ICT related risks are maintained at acceptable rates. This
includes conducting regular security assessment to identify threats
and vulnerabilities, implement appropriate and cost effective
security solutions, and ensure compliance with laws, regulations,
policies and contractual agreement;
 Ensure ICT resources are properly managed to support current and
planned business operations in efficient manner. This includes
proper management of people, information, ICT infrastructure and
Application Systems;
 Develop the company's information systems training programmes
in conjunction with line management and ensure its continuous
and effective implementation;
 Ensure business continuity in case of natural or manmade disasters
by maintaining active disaster recovery site, latest backups for all
application systems;
 Liaise with external information systems contractors as necessary
for provision of relevant services to the bank;
 Prepare, obtain approval and control ICT budget within approved
levels;
 Monitor and evaluate implementation of ICT strategic plan;
 Review work performance of ICT staff including their development,
deployment, appraisal, training and welfare in line with bank’s
objectives;
 Carry out any other related duties as may be assigned to him/her
by the Managing Director from time to time.
Minimum Qualifications, Knowledge and Experience:
 Master’s Degree/Postgraduate qualifications in Computer Science,
Computer Engineering or related field;
 Thorough knowledge of banking, accounting and office automation
packages;
 Hands on experience on LAN, WAN and other communication
facilities;
 Minimum 6 years’ experience in system design and implementation
of which 3 must be in a senior position in a bank or finance
institution;
 Excellent and well developed interpersonal and organizational
skills;

2.0 PUBLIC RELATIONS AND MARKETING MANAGER – 1 Vacancy,

DSM
Nature and Scope:
The Public Relations and Marketing Manager will report to the
Managing Director. He/She will be responsible for management of
bank’s internal and external communication including, provision of
public relations and protocol services; maintenance of bank’s
relationship with stakeholders and the media; bank’s engagement with
the Government and other external partners as well as marketing of
bank’s products and services to the public.
Key Responsibilities
 Develop and manage implementation of bank’s Communication
Strategy;
 Develop and manage the bank’s relationship with business
associates, Government Ministries/Departments/Agencies,
Embassies and the general public;
 Monitor local news media, analyze and review news and business
events to inform management of significant developments and
identify emerging issues that might impact on the bank’s image;
 Plan, prepare and produce leaflets, brochures, press releases,
business leaflets, and develop/ manage a website aimed at
promoting the bank’s products and image.
 Liaise with news media including issuance of press releases and
responding to media inquiries concerning the bank;
 Coordinate advertising, marketing and promotion work for the
bank’s products and services including management of branding
for the bank;
 Organize and arrange news conferences, press/publicity events,
exhibitions and trade fairs;
 Prepare and conduct bank’s awareness programs to disseminate
key information to the public on bank undertakings and
developments;
 Represent the bank and act as the spokesperson in public events;
 Coordinate protocol and other logistics related to handling of bank
visitors from within and outside the country;
 Coordinate engagement of the bank with internal and external
stakeholders and bank responses to quests;
 Manage and update the bank’s website;
 Carry out any other related duties as may be assigned to him/her
by the Managing Director from time to time.
Qualifications, Knowledge and Experience:
 Master’s Degree/Postgraduate qualifications in in Public Relations,
International Relations, Business Administration or related

3.0 RESEARCH & ADVISORY MANAGER – 1 Vacancy, DSM
Nature and Scope:
The successful candidate will report to the Director of Planning,
Research and Policy. He/She will be responsible for coordinating and
carrying out studies aimed at enriching the bank’s knowledge and
information base to facilitate implementation of its vision, mission and
objectives.
Key Responsibilities:
 Coordinate all research and development undertakings of the bank,
including technical assistance, studies and advisory services for the
bank;
 Mobilize financial and technical support for research and capacity
building from local, international bilateral and multilateral
organizations;
 Conduct research in order to identify financing gaps, challenges
and opportunities for product innovation across the agriculture
value chains;
 Carry out research on the value chains of various agriculturerelated
products and advise on the most feasible and
developmental interventions to be made by the bank;
 Undertake market research on potential markets for agricultural
produce under value chains of focus to facilitate linkage to farmers;
 Coordinate the bank’s efforts aimed at establishing and
maintaining collaborations and partnerships with other
development banks for the purpose of sharing knowledge and
business;
 Engage with domestic and international research and training
institutions in research and capacity building in order to bring
about the required transformation in the agricultural sector;
 Facilitate establishment of working relationships and consultative
fora between the bank and local as well as international research
institutions;
 Build and maintain strong research information/database and
network for easy access to key agriculture sector knowledge to
facilitate informed decisions;
 Develop and conduct capacity building programmes for lending
institutions and smallholder farmer organizations;
 Coordinate strategic partners engaged with youth development
and fund mobilization for financing youths’ agriculture-related
enterprises;
 Coordinate and carry out other research aimed at enriching the
bank’s knowledge and information base to facilitate
implementation of its vision, mission and objectives;
 Co-ordinate the bank’s efforts aimed at establishing and
maintaining collaborations and partnerships with other
development banks for the purpose of sharing knowledge and
business.
 Design, implement and maintain a corporate knowledge
management framework to safeguard institutional memory;

organization or related institution, two (2) years of which must be

4.0 STRATEGIC PLANNING & POLICY MANAGER – 1 Vacancy, DSM
Nature and Scope:
The successful candidate will report to the Director of Planning,
Research and Policy. He/She will be responsible for coordinating the
planning and performance management processes of the bank;
including formulation of bank policies; review of strategic plan,
business plan and action plans; and overseeing the effectiveness of
plan implementation by Departments and Units across the bank.
Key Responsibilities:
 Co-ordinate development of the bank’s long term strategy and
corporate plans, and to monitor their implementation including
conducting periodic plan reviews;
 Coordinate preparation of annual action plans and performance
reports by functional units;
 Prepare policies and guidelines on the formulation of policies,
manuals, plans, setting of targets, performance measurement and
reporting thereof;
 Co-ordinate development of performance management standards,
i.e. indicators and targets in all functional units with respect to set
objectives;
 Review and document business processes of the bank and manage
continuous business process improvement;
 Advise on the preparation of programs intended to facilitate
business processes; and recommend organizational strategies and
changes as may be considered necessary;
 Coordinate preparation of the bank’s inputs for the preparation and
review of various national policies and regulations related to
agricultural/rural development and financing;
 Prepare plans and budgets for the department and coordinate
preparation of plans and budgets by other functional units in the
bank;
 Prepare terms of reference and provide overall co-ordination of
work by consultants, related to the bank’s business strategy;
 Identify and manage line-of-business changes and build on
ongoing partnerships with government leaders, key stakeholders
and business partners for effective change management;
 Conduct and facilitate training programs on corporate planning and
policy development;
 Coordinate the formulation and review of all bank policies and
exercise their custodianship;
 Monitor and report on implementation of management decisions
and directives regarding the bank’s strategy, corporate plan and

senior/managerial position in related field.
 Significant experience in strategic planning/project management.

5.0 LOAN RECOVERY MANAGER – 1 Vacancy, DSM
Nature and Scope:
The successful candidate will report to the Director of Credit and
Business Management. He/she will be responsible for management of
all non-performing and written off loans to maximize recovery and
minimize recovery costs in the bank.
Key Responsibilities
 Develop, recommends, and implements recovery strategy for the
bank;
 Undertake recovery actions timely and in a cost effective manner;
 Review non-performing loan repayment schedule or settlements;
 Liaise with Legal department on the securities pledged and take
stock of assets pledged;
 Visit defaulters’ sites and take stock of the assets pledged before
any recovery action is recommended;
 Assigns files for legal action or collection agency placement;
 Prepare, recommends for approval loan write offs once all sources
of recovery have been exhausted;
 Carry out continuous and on-demand loan recovery activities in the
bank.
 Carry out any other related duties as may be assigned to him/her
by his/her Supervisor or Managing Director from time to time.
Qualifications, Knowledge and Experience:
 Post-Graduate qualifications in Agricultural Economics &
Agribusiness, Rural Development, Agricultural Extension, Rural

institution, two (2) of which must have been in a managerial
position;

6.0 ZONAL MANAGER – 2 Vacancies (1 Dodoma, 1 Mwanza)
Nature and Scope:
The successful candidate will report to the Director of Credit and
Business Management. He/She will have overall responsibility for the
development and management of corporate relationships in the zone.
He/she will also be responsible for the day to day administrative
services of the Zonal Office.
Key Responsibilities
 Identify companies/institutions of good credit standing likely to
have a requirement for the corporate banking services of TADB;
 Identify business opportunities and develop good customer
relationships including cross selling of all TADB products, to
achieve set targets;
 Prepare credit proposals for long term, Medium term and short
term facilities within agreed quality and timescales;
 Collect, evaluate and document all required customer information
and process credit approvals;
 Maintain client relationships including visiting existing customers
monthly, and not less than once every quarter;
 Prepare report on each customer visit, highlighting all major
business/environmental issues pertaining to the credit/customer,
and including recommendations as appropriate;
 Assist clients applying for any of the bank’s facilities and services;
 Advise clients on financial and economic issues that could affect
their businesses and/or the bank facilities;
 Process transactions, and liaise with relevant departments for
documentation and conclusion of deals;
 Prepare and implement budgets and plans, including setting and
achieving ambitious and measurable targets;
 Review work performance of staff in the Zonal Office including
their development, deployment, appraisal, training and welfare in
line with the bank’s objectives;
 Control expenditure within approved limits;

7.0 PRINCIPAL LEGAL OFFICER – 1 Vacancy, DSM
Nature and Scope
The successful candidate will report to the Head of Legal Services and
Board Secretary. He/She will be responsible for carrying out legal and
Board/Management secretariat duties, including ensuring that the bank
is well advised on all legal issues involving its operations.
Key Responsibilities
 Support the Head of Legal Services and Board Secretary on any
matters related to legal undertakings involving the bank;
 Coordinate preparation, execution and registration of contracts and
other legal documents;
 Prepare documents for civil suits/litigations;
 Investigate statutory registers to determine legal status of loan
applications, securities held by them and borrowing capacities;
 Prepare, execute, register, monitor and keep custody of loan
documents, statutory registrations and pre-disbursement
conditions;
 Represent the bank in Courts of Law and Tribunals;
 Assist the Head of Legal Services and Board Secretary on all
matters including Board secretarial duties;

Qualifications, Knowledge and Experience:
 Master’s Degree/Postgraduate qualifications in Law.
 Minimum of four (4) years’ post-qualification experience in a
corporate law environment, two (2) of which must be at Senior
Officer level.
 Admission as Advocate of the High Court of Tanzania.
 Ability to assess material evidence and advice on appropriate legal
measures.
 Ability to deliver accurate, concise and timely minutes of meetings
and other records of the bank’s engagements;

8.0 SENIOR CREDIT APPRAISAL OFFICER – (2 Vacancies, DSM)
Nature and Scope:
The successful candidate will report to the Credit Appraisal Manager.
He/She will be responsible in conjunction with the Credit Appraisal
Manager for analyzing/appraising loan applications/proposals,
processing approvals, ensuring accurate documentation, and
maintaining client relationships.
Key Responsibilities
 Examine incoming applications/facilities requests for correctness
and completion;
 Advice clients on financial and economic issues that could affect
their credit application;
 Appraise/analyze credit applications;
 Prepare reports pertaining to credit facilities management;
 Monitor credit facilities and projects and ensure proper use of
funds;
 Follow up and ensure adequate servicing of credit facilities;
 Maintain close follow-up of irregular accounts and report on them;
 Negotiate repayments in the case of default by clients;

9.0 SENIOR LOAN RECOVERY OFFICER – (1 Vacancy, DSM)
The successful candidate will report to the Loan Recovery Manager.
He/she will be responsible for assisting management of nonperforming
and written off loans to maximize recovery and minimize
recovery costs in the bank.
Key Responsibilities
 Initiate, study and report on potential opportunities for improving
the Bank’s loan portfolio;
 Assist in undertaking recovery actions timely and in a cost effective
manner;
 Assist in carrying out continuous and on demand loan recovery
activities in the bank;
 Initiate efforts for recovering overdue loans to the bank’s clients;
 Negotiate with defaulters on repayment plans;
 Assist in dealing with routine correspondence with regard to loan
collection or recovery issues;
 Liaise with stakeholders for inputs on performance of loan
recovery and related policies, processes and procedures and
submit the same for supervisor’s review and action;
 Take lead in ensuring all records pertaining to loan recovery are

10.0 SENIOR BUSINESS DEVELOPMENT OFFICER – 4 Vacancies (2
Dodoma, 2 Mwanza)
The successful candidate will report to the Zonal Manager. He/she will
be responsible for the business development and management of
corporate relationships within a zone.
Key Responsibilities
 Develop and market the bank’s business through contact with
corporate customers, high net-worth individuals, government and
quasi-government bodies, and other prospective clients;
 Identify companies/institutions within a zone of good credit
standing likely to have a requirement for the corporate banking
services of the bank;
 Identify and develop business opportunities with
companies/clients at a satisfactory rate of return to the bank;
 Serve clients’ needs through a range of bank’s products and
services by originating loans and projects;
 Provide a superior level of customer relations and service; and
ensure compliance with bank’s policies and procedures;
 Provide support to driving different business engagements and
initiatives within a zone in conjunction with the Zonal Manager;
 Provide support to developing, orchestrating and implementing
effective internal and external business strategies;
 Provide support to promoting a pro-business mindset and culture
in the Bank’s environment;
 Obtain all the client information necessary for the appraisal of a
credit proposition and liaise with Credit Analysts as and when
appropriate;

11.0 SENIOR MONITORING AND EVALUATION OFFICER – 2 Vacancies
(1 Dodoma, 1 Mwanza)
The successful candidate will report to the Zonal Manager. He/she will
be responsible for advising on monitoring and evaluation activities
related to bank’s projects.
Key Responsibilities
 Visit project sites and submit call reports periodically;
 Ensure the receipt and review of periodical statements of balance
sheet, profit and loss, inventory, receivables, etc. from the
borrower as stipulated in the credit memo;
 Ensure that clients submit periodic reports on physical progress as
well as financial status of project under implementation;
 Ensure that clients submit periodic reports on production, sales,
finance and investment for operating projects;
 Submit progress reports for projects under implementation and
operating projects to the Credit Committee as required;
 Maintain an ongoing review of credit facilities outstanding and
give an early warning signals;
 Ensure that loans extended to the bank’s clients are repaid and
advise the best ways to deal with defaulters;
 Set and implement a project impact evaluation framework in line
with the bank’s development mandate;
 Perform remedial management of non-performing assets and
where necessary institute appropriate recovery measures;
 Assist in preparation of plans and budgets for the zone;

12.0 SENIOR INTERNAL AUDITOR – 2 Vacancies, DSM
Nature and Scope:
The job-holder reports to the Head of Internal Audit. He/She will be
responsible for ensuring that all accounting, financial, operational and
other systems are adequate in design and effective in operations and
to ensure that laid down procedures of the bank are being followed.
Key Responsibilities
 Participate in preparation of Annual Risk Based Internal Audit Plan;
 Participate in the preparation and updating of the internal audit
manual and the internal audit charter;
 Evaluate if risks are properly identified and adequately managed in
all bank’s operations;
 Review, appraise and report on the soundness, adequacy and
application of financial and other management controls;
 Assess the effectiveness on compliance of policies, standards,
rules, procedures, applicable laws, regulations and directives and
give appropriate advice;
 Conduct assurance, special audits and investigations and present
the reports to the Head of Internal Audit;
 Verify and assess the existence, design and effectiveness of
controls in all bank’s operations;
 Analyze records for evidence of deficiencies in control, duplication
of effort, extravagance, fraud or lack of compliance with approved
management policies;
 Assess and report on value for money on services and products
rendered/received by the Organization;
 Perform any other duties assigned by the Supervisor from time to

Minimum Qualifications, Knowledge and Experience
 Internationally recognized professional accountancy qualification
such as CPA(T), ACCA, ACA or any other recognized professional
qualification;
 At least three years post qualification practical audit experience in
banking/recognized audit firm or reputable institution;

systems, internal controls, and risk assessments on Information
Technology and Communication (ICT) systems.
Key Responsibilities
 Assist Head of Internal Audit in developing risk assessment and
annual audit plan with emphasis on ICT systems and applications;
 Assist Head of Internal Audit in developing and implementing
internal auditing manual, charters, procedures, and program;
 Assist audit team members to ensure that the overall objectives of
the audit are met;
 Extract and analyze data from the core banking system and other
bank systems and records, including defining audit scope and tests
for audit at field works;
 Conduct planned audit fieldwork in specified areas of ICT in
relation to the credit function, finance, operations, legal, treasury
and other areas, and report on the findings with appropriate
recommendations;
 Review the accuracy and efficiency of the bank’s accounting
system and internal controls;
 Monitor accuracy of data in different ICT systems like core banking
system and all other software used by the bank;
 Direct and/or perform reviews of internal control procedures and
security for systems under development and/or suggest
enhancements to current systems;
 Keep the Head of Internal Audit regularly informed of the progress
of the audit and exception issues related to ICT;
 Prepare audit work papers by documenting audit tests and findings
and evaluating the sufficiency and appropriateness of audit
evidence to support conclusions drawn;
 Prepare audit reports after completion of audit work and submit to
Head of Internal Audit for review;
 Follow up and report on implementation of internal, external audit
and BOT examination findings and recommendations;
 Carry out special investigations and ad-hoc audits, write
investigation reports e.g. for fraud cases, and recommend
preventive and control measures;
 Carry out any other duties assigned by the Supervisor from time to
time.
Qualifications, Knowledge and Experience:
 University degree in Computer Science/Information Technology or
related discipline;
 Minimum of three (3) years relevant working experience in a
recognized financial institution or audit firm;
 Professional Qualification such as CISA and/or CPA.
 Knowledge of programming is essential;
 Knowledge and skills in computer applications for auditing
purposes, e.g IDEA,ACL ,etc.;

14.0 SENIOR RESEARCH OFFICER – 1 Vacancy, DSM
Nature and Scope:
The successful candidate will report to the Research and Advisory
Manager. He/She will be responsible for coordinating and carrying out
studies aimed at enriching the bank’s knowledge and information base
to facilitate implementation of its vision, mission and objectives.
Key Responsibilities:
 Conduct research in order to identify financing gaps for product
innovation across the agriculture value chains;
 Carry out research on the value chains of various agriculturalrelated
crops and advise on the feasible interventions to be made
by the bank;
 Undertake market research on potential markets for agricultural
produce under value chains of focus to facilitate linkage to farmers;
 Initiate proposals for financial resources mobilization and technical
support for research and capacity building to staff, farmer
organizations, extension officers and other targeted groups;
 Provide inputs on to support the bank’s efforts aimed at
establishing and maintaining collaborations and partnerships with
other development banks for the purpose of sharing knowledge
and business;
 In collaboration with domestic and international research and
training institutions organize capacity building programs to bring
about the required transformation in the agriculture sector;
 Initiate proposals to establish collaborations and working
relationships and consultative fora between the bank and worldrenown
international research institutions;
 Create a well-established network and maintain a research
database of adequate agriculture sector information to facilitate

Nature and Scope
The successful candidate will report to the Head of Legal Services and
Board Secretary. He/She will be responsible for preparing, executing
and registration of loan documents, statutory registrations and
ensuring compliance with the pre-disbursement conditions.
Key Responsibilities
 Check all legal issues pertaining to loan applications before, during
and after approval to ensure the bank’s interests are safeguarded;
 Prepare loan/security documents and ensure prompt registration
of the security documents at the relevant registries;
 Investigate statutory registers to determine legal status of loan
applicants, securities and borrowing capacities;
 Prepare information and report to the Head of Legal Services and

Key Responsibilities:
 Assist in developing Human Resources policies, systems and

 Keep custody of the service schedule to ensure that the vehicle
