PROGRAM OFFICER (SECONDED TO THE GOVERNMENT) - DATA USE PARTNERSHIP, DODOMA AT PATH

Specific duties and responsibilities:
 Supporting the Government in governance and coordination of the Investment Roadmap;
  • Working with the Government to mobilize and coordinate funding from within the Government and from outside the Government for the investment roadmap.
  • Working with the Government to track and coordinate the various roles, work-plans and work progress of different investment roadmap partners.
  • Working with Government to develop, populate and manage a knowledge management and digital systems inventory platform.
  • Assisting the Government to prepare for and to clearly document stakeholder meetings and consultations, internal and external presentations and working group or committee meetings.
  • Identifying issues or risks which will inhibit successful implementation of the investment roadmap and suggesting mitigation factors.

SENIOR DATA USE AND CAPACITY BUILDING OFFICER -TANZANIA DATA USE PARTNERSHIP AT PATH

Specific duties and responsibilities:
  • Take lead in identification, testing and development of data use interventions to facilitate cost effective and sustainable data use in the health sector.
  • Lead on the design and oversee the implementation of cost effective long-term capacity development strategy including all project-related activities targeted at capacity development to Governmental, non-governmental and implementing partners.
  • Provide strategic technical guidance and direction to the project in collaboration with partners to ensure alignment with the latest technical information, evidence and approaches in the data use field.
  • Take lead in coordinating the design, testing and development of tools and training materials to foster the use of data for health program design and management.
  • Work in close collaboration with Digital health specialist and Governance and Policy officer to influence the use of data in decision making to all health related programming in the Country.
  • Work with stakeholders to identify key programmatic decisions, conduct data analysis, and disseminate the data using audience-appropriate communications strategy.
  • Serve as a liaison between the government, project and all partners implementing capacity-building activities.
  • Coordinate and oversee the implementation of all capacity building partners in planning, monitoring and evaluation of the capacity building activities.

SENIOR COMMUNICATION AND ADVOCACY OFFICER AT PATH

Specific duties and responsibilities:
  • Oversee and coordinate design and delivery of project Communication and Advocacy Strategy including identifying key activities, audiences, messages, and channels based on sound analysis and understanding of ecosystem.
  • Provide editorial and production support and coordination for communications and advocacy messaging and materials for print, broadcast and online communication channels.
  • Develop and manage communication and advocacy materials from concept to completion through research, writing, editing, formatting, proofreading, and basic design—e.g. newsletters, fact sheets, project documentation such as presentations and reports, web copy, blog posts, policy briefings, letters, submissions and other communications and advocacy products.
  • Liaise with in-house and external expert reviewers to ensure accuracy and clarity of technical content.
  • Ensure that PATH quality standards and design norms are met for materials by helping team members comply with established procedures and processes.
  • Support PATH’s global and digital health advocacy and communication agenda and the consistent use of communication and advocacy messages.
  • Manage outreach to diverse audiences and respond to informational inquiries.
  • Track and report on impact of communications and advocacy activities.
  • Work with the government and other key stakeholders, including PATH Communications staff, to develop appropriate communication and advocacy activities and messages utilizing a variety of channels.
  • Provide communications and advocacy support to colleagues to guide their work at all levels.
  • Support PATH and government communications channels, including enewsletter and website.
  • Coordinate as needed and/or edit and write sections of reports to donors.

SENIOR GOVERNANCE AND POLICY OFFICER- TANZANIA DATA USE PARTNERSHIP AT PATH

Specific  duties and responsibilities:
  • Collaboratively work with the government to review health data systems and use related governance systems, policies and procedures and, if required, suggest appropriate measures required to improve and streamline.
  • With Project leadership and programmatic leads, develop and oversee implementation of the investment recommendation governance policy roadmap including development of effective data systems and use within the existing governance structures.
  • Perform needs assessment to identify training gaps, plan and facilitate workshops and trainings in relation to governance and policy matters related to data systems and use in the health sector in Tanzania.
  • To support the government in the establishment of data systems and use governance structures and ensure decision-making responsibilities are well articulated.
  • To support the government in ensuring established active governance structures that meet, share and document findings from those meeting.
  • Work with the government to ensure digital health roadmap implementation efforts align with existing or newly established government policies, guidelines or frameworks.
  • Support the DH Governance and Policy programmatic lead in ensuring alignment between project, program, and institution objectives.
  • Assist with institutional and programmatic knowledge management and dissemination of project best policy practices.

DIRECTOR OF IMPLEMENTATION AT PATH

Specific duties and responsibilities:
  • Oversee all activities of the project including managing and supporting team and coordinate project work across PATH, partner staff and Government secondees.
  • Plan, direct, coordinate and lead activities of Data Use Partnership project to ensure that goals, objectives and all elements of the project are accomplished within the prescribed time frame and funding parameters.
  • Facilitate development of strategy, translation of strategy into action plans, overall coordination of activities and their implementation, resolution of issues, and communication of project information.
  • Manage the planning and execution of project work, including ensuring that the workstreams of multiple teams are on track, playing a key internal leadership role to ensure efficient management of donor resources, and ensuring completion of milestones. Work closely with the government, donor and stakeholders to understand critical issues impacting implementation success across the project and oversee the development of clear, timely messages and support.
  • Monitor project indicators to determine impact, including developing Key Performance Indicators and Program Management goals. Review policies and procedures, identifying gaps and setting benchmarks to ensure effective project implementation, communication, monitoring and reporting.
  • Prepare timely donor and internal reports, including reports to the PATH Digital Health Regional Director.
  • Facilitate technical meetings and workshops, particularly those involving senior level stakeholders.
  • Support the Government to coordinate implementation of the overall national Digital Health Investment Roadmap, including supporting resource mobilization efforts and donor coordination.
  • Ensure close Government involvement in and ownership of the project.
  • Develop and maintain relationships with the Government of Tanzania, implementing partners and publicly represent the project and its values.
  • Represent the project in several international forums, conferences and committees related to project’s core mission.
  • Work closely with PATH team members and the Gates Foundation to communicate challenges, bottlenecks, solutions and successes and generate required reports and other deliverables as needed.
