The Energy and Water Utilities Regulatory Authority (EWURA) is an independent, world class regulatory authority responsible for licensing, tariff setting and quality of service regulation of the electricity, water, and petroleum and natural gas sectors. EWURA has the following vacancies for which suitably qualified Tanzanian citizens are invited to apply.

1. INTERNAL AUDIT DIVISION
a) Position Title: Risk Manager
b) Duty Station: EWURA Head Office – Dar es Salaam
c) Reports to: Director of Internal Audit

The Risk manager will be responsible for managing the Authority’s risks which include but not limited to its employees, customers, reputation, regulatory systems, assets and interests of stakeholders and provide advice to the Authority on any potential risks to the efficacy or existence of the Authority. Generally, he/she will take charge in identifying and assessing threats, put plans in place for if things go wrong and decide how to avoid, reduce or transfer risks.


d) Duties and Responsibilities:
i) To undertake risk identifications and assessment in all operational areas of the Authority.
ii) Prepare and maintain risk register on regular basis.
iii) Developing and communicating risk management policies and instructions for the Authority.
iv) Planning, designing and implementing an overall risk management process for the Authority.
v) Facilitating departmental risks identification and assessment, which involves analysing, describing and quantification of risks affecting the authority’s activities.
vi) Facilitating departmental risk evaluation, which involves comparing estimated risks with criteria established by the Authority including costs, legal requirements and environmental factors, and evaluating the Authorities’ previous handling of risks.
vii) Establishing an internal control framework for risk management
viii) Establishing and quantifying the Authority’s 'risk appetite', i.e. the level of risk management is prepared to accept.
ix) Conducting performance monitoring and evaluation and compiling departmental risk management reports.
x) Reporting in an appropriate way for different audiences, for example, to the board of directors so that they understand the most significant risks, to heads of divisions to ensure they are aware of risks relevant to their divisions and to individuals to understand their accountability for individual risks.
xi) Implementing health and safety measures and making business continuity plans to limit risks and prepare for if things go wrong.
xii) Conducting review of Authority’s policies and assessing compliance with established standards, including liaison with external auditors.
xiii) Providing support, education and training to staff to build risk awareness within the Authority. and
xiv) To undertake any other duties as assigned by the Director of Internal Audit.

e) Minimum Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience:
i) Possession of Bachelor’s degree in Risk management, Finance, Accounting, Law, or Engineering from any recognized university.
ii) Possession of Master’s Degree in a relevant field.
iii) Minimum of seven (7) years’ experience in relevant field and three (3) of which should be in a senior position with sufficient exposure to organizational or business risks management.
iv) Knowledge and Competence in Information and Communications Technology (ICT) applications (Word for Windows, Excel and PowerPoint) and ability to work with figures.
v) Strong knowledge and experience in the regulated services will be an added advantage.
vi) Ability to effectively interpret and apply policies, instructions and regulations.
vii) Ability to compile management report and present at senior level.
viii) Analytical and innovative thinking skills and problem solving skills
ix) Proven ability to design, develop, implement and manage organizational risk management programmes.

2. EWURA ZONAL OFFICES
a) Post Title: Senior Customer Services Officer - Zonal – 1 Post
b) Duty Station: EWURA Zone Offices
c) Reports to: Zonal Manager

Senior Zonal Customer Service Officer will be primarily responsible for handling complaints from customers in the Zonal Office in accordance with the established guidelines and procedures.

d) Duties and Responsibilities:
i) To receive record and manage complaints received in a zone.
ii) To follow up and ensure that all received complaints are attended.
iii) To follow up and ensure that all complainants receive feedbacks on
their concerns within the prescribed time.
iv) To undertake field visits to follow up on complaints.
v) To manage and store all received complaints.
vi) To assist in facilitating public awareness campaigns on the Authority’s complaint handling facility.
vii) To participate and provide inputs to consumer complaints hearing sessions.
viii) To assist in providing customer service related inputs to drafting of various legal instruments.
ix) To undertake any other duties as assigned by the supervisor.

e) Minimum Academic Qualifications and Experience 
The ideal candidate for this position should have the following qualifications and experience;
i) Possession of University Degree in Law, Business Administration, General Management, Economics or Engineering.
ii) Possession of Master degree or Post graduate qualifications in the fields mentioned above will be an added advantage.
iii) Knowledge and Competence in Information and Communications Technology (ICT) application.
iv) Possession of Knowledge and familiarity in Regulated Sectors will be an added advantage.
v) Possession of at least five (5) years working experience in relevant fields.

3. NATURAL GAS DIVISION
a) Post Title: Senior Engineer – Gas Distribution – 1 Post
b) Duty Station: EWURA Head Office – Dar es Salaam
c) Reports to: Principal Engineer – Gas Distribution

Senior Engineer – Gas Distribution will be responsible for providing support in the monitoring the natural gas infrastructures to ensure efficiency in the natural gas sub-sector.

d) Duties and Responsibilities:
i) To participate in process of overseeing effective and efficient application of provisions of the Petroleum (Exploitation and Production) Act and Reservoir Specific Production Sharing Agreements in order to ensure commercial aspects of natural gas sector are in conformity with provision of the Act and good industry practices.
ii) To participate in ensuring optimal provision of economic inputs to regulating and controlling the distribution and sale of natural gas and regularly monitor market’s demand-supply dynamics of natural gas and keep track of prices of natural gas in national and international markets
iii) To participate in review, issuance, renewal and revoking of licenses for natural gas exploitation, distribution and sale in accordance with the Act and accepted standards
iv) To initiate designing of effective business models for improving quality of service delivery of natural gas
v) To ensure consistency of customer experience in respect of services provided in view of natural gas
vi) To monitor and attend service levels and complaints of stakeholders regarding distribution and sale of natural gas
vii) To effectively supervise and guide members of staff reporting on the job.
viii) To undertake any other duties as assigned by the supervisor.

e) Minimum Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience;
i) Bachelor degree Engineering (Gas, Chemical Processing, Mechanical).
ii) Must be registered with Engineers Registration Board (ERB) as a Professional Engineer.
iii) Knowledge and Competence in Information and Communications Technology (ICT) application
iv) Possession of at least five (5) years working experience in relevant fields

4. REGULATORY ECONOMICS DIVISION
a) Position Title: Financial Analyst
b) Duty Station: EWURA Head Office – Dar es Salaam
c) Reports to: Senior Financial Analyst

Financial Analyst will be responsible for providing support in economic regulation function of the Authority.

d) Duties and Responsibilities:
i) To assist in collecting and analysing financial data in respect of Regulated Sectors.
ii) To assist in monitoring financial performance of regulated utilities.
iii) To assist in developing and implementing financial models to cater for specific agenda.
iv) To participate in tariffs/prices setting and/ or review and enforce condition to operators in the Regulated Sectors in order to institute financial discipline.
v) To undertake any other duties as assigned by the supervisor.

e) Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience.
i) University degree in finance, accountancy or economics from a recognized university.
ii) Knowledge and Competence in Information and Communications Technology (ICT) applications.
iii) Possession of work experience in regulated sectors will be an added advantage.

5. CORPORATE AFFAIRS
a) Position Title: Assistant Administrative Officer
b) Duty Station: EWURA Head Office – Dar es Salaam
c) Reports to: Administrative Officer

Assistant Administrative Officer will be responsible for providing support in day to day administrative function of the Authority.

d) Duties and Responsibilities:
i) To ensure that offices are properly maintained and provided with essential services and supplies, including cleaning, and messengerial.
ii) To monitor and ensure that all fixed assets and other properties are properly insured.
iii) To follow up and ensure that Air travel arrangements are made, booked and confirmed on time.
iv) To follow up on visa applications etc for employees and other officials from time to time.
v) To facilitate and prepare for official meetings.
vi) To effectively supervise and guide members of staff reporting on the job.
vii) To undertake any other duties as assigned by the supervisor.

e) Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience.
i) Diploma in business administration, public administration, management or other equivalent qualifications from a recognized institute of higher learning.
ii) Knowledge and Competence in Information and Communications Technology (ICT) application.
iii) No prior work experience is required.
