Job Title: Senior Human Resources Officer

Office Location: Dar es Salaam, Tanzania
Reporting To: Human Resources Director

Position Purpose

Reporting to the Human Resources Director, the Senior Human Resources Officer will serve as an active member of the human resources team and be responsible for providing support for human resource operations within the Pact Tanzania Human Resources (HR) department to deliver end to end HR transactional services for the Pact Tanzania head office and its field offices. Slhe will coordinate delivery of HR services for recruitment, on-boarding, orientation, benefits administration, employment contract management, staff performance management, staffdevelopment and staff relations in line with the set organization HR policy, procedures and practices.

Key Responsibilities:

Management of Existing Human Resources process and systems:

  • Provide support in the management of existing staff HR operations, processes and systems to help ensure effective HR service delivery.
  • Administer and monitor the Pact Tanzania Human Resources Information System (HRIS) and ensure 100% data accuracy for all staff data which includes international staff, interns, volunteers, consultants and temporary staff of Pact Tanzania.
  • Maintain Pact Tanzania's HR files records as per the required standards and policies.
  • Monitor and update staff employment contracts, position changes and staff transfers to the different areas of operation of Pact Tanzania as per approved guidelines and ensure effective information flow to the field offices or project sites.
  • Support the Human Resources Director in the management of Human Resources services for international staff based in Tanzania (as well international staff on secondment to Pact Tanzania or international volunteers) on work permit processing, contract renewal management, performance management and any other entitlements in accordance to Pact policy.
  • Any other relevant duties as assigned by the Human Resources Director


Staffing Solution: (Recruitment, Orientation and Onboarding):

  • HR Business Partnering with Pact Tanzania hiring managers to provide technical support, coordination and facilitation of recruitment, orientation and onboarding services as well as implementing the annual workforce plans. This includes facilitating the orientation process of new staff and ensure that Pact HR key documents are signed and filed as required.
  • Participate in staff interviews sessions when required and provide guidance to the interview panel members on the required compliance of
  • Pact recruitment standards of integrity and transparency.
  • Support the Human Resources Director to regularly review, audit and improve interview reports/minutes and interview assessment tests tools and documentation used for the Pact Tanzania recruitment processes.
  • Participate in the project proposal development process when required with the Human Resources Director or Project Leaders to capture staffing needs for recruitment planning and early warning recruitments for new Pact Tanzania projects.


Performance Management:

  • Support in the coordination and implementation of the Pact Tanzania's performance management process which includes: setting of annual performance agreements, mid-year annual performance reviews, year-end annual performance reviews, probation performance reviews, end of probation confirmations and implementation of performance improvement plans (for any poor performers).
  • Provide technical support to Pact Tanzania staff and line managers in the implementation and understanding the Pact performance management process in accordance to Pact standards. This will also include providing mentoring and support for new Pact Tanzania employees.
  • Track progress, maintain statistical data on results for reporting and ensure completed submitted performance management forms have been placed in Pact Tanzania staff human resources files.
  • Support the Human Resources Director to consolidate proposal with analysis for the Pact Tanzania annual merit salary increments based on performance.


Staff Development:

  • Support the Human Resources Director to ensure that Pact Tanzania annual staff development plans (from training needs are identified) are developed, monitored and implemented timely for Pact Tanzania staff as per the Pact Tanzania staff development policy.
  • In collaboration with respective Pact Tanzania department or project leaders consolidate, track and report on all Pact Tanzania planned organizational staff development programs in each financial year (FY) that are aligned with the Pact Tanzania strategy.
  • Support Pact Tanzania line managers and other Pact Tanzania employees with techriical guidance on matters related to career development, individual development plans and all aspect related to Pact Tanzania staff development.
  • Facilitate staff capacity building on Pact Tanzania Human Resources related policies and Tanzania labor laws for a healthy and safe working environment.
  • Keeping records of all training given to Pact Tanzania staff.


Staff Compensation & Staff Benefits:

  • Administer and monitor the various Pact Tanzania staff benefits such as: staff medical insurance, staff life assurance, staff leaves, staff safety and staff welfare programs.
  • Support the Human Resources Director to ensure that all employment practices related to Pact Tanzania compensation, employee benefits, and compensation reviews are implemented within the established standards, procedures, guidelines and policies of Pact
  • Tanzania and the Tanzania labor laws for all local staff.
  • Administer, monitor and provide support in the timely administration of the monthly Pact Tanzania payroll for local staff as per the established standards.
  • Ensure follow up on processing and payment of all Pact Tanzania statutory payments as required in compliance with local laws of Tanzania for all local staff e.g. PAVE, Social Security Fund, Workers Compensation Fund (WCF), Higher Education Student Loan Board repayments, etc.


Staff Relations:

  • Provide technical guidance to Pact Tanzania line managers and staff on employee relations issues, grievance and disciplinary procedures and promote sound employee relations for staff in Pact Tanzania.
  • Coordinate the management of staff disciplinary and grievance issues with support and advisory of the Pact Tanzania Human Resources Director. When required work as a secretary to the disciplinary hearing meetings convened at the Pact Tanzania head office or in the field offices
  • as assigned by the Human Resources Director.
  • Carry out regular HR field visits as assigned by the Human Resources Director to support in addressing staff concerns that may need attention and improve staff engagement.


Education:
Minimum of a Bachelor's degree in Human Resource Management or related field of study.
Post graduate training in Human Resource Management is an added advantage.

Experience:

  • Minimum of four (4) years relevant working experience in human resources and in a similar role, preferably with an International NGO.


Essential Person Specification Requirements:

  • Demonstrated understanding and proficiency in the field of Human Resources Management and ability to work under minimum supervision.
  • Good understanding of the legal requirements of the United Republic of Tanzania relating to HR, including labor laws and administrative law.
  • Good understanding of employment related statutory requirements, organizational policies, systems and procedures formulation and management.
  • Good Interview, negotiation, listening and counselling skills.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Ability to maintain confidentiality with a high level of professionalism
  • Ability to work in partnership with team members, partner agencies and community members.
  • Excellent written and oral communication abilities in both Kiswahili and English language.
  • Strong computer literacy (word processing, spread sheets, power point, etc.) and excellent documentation skills are a must.
  • Strong analytical skills and strategic planning abilities.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Ability to intervene with crisis management or troubleshooting as necessary.
