Grants and Subcontracts Manager

Job Description

Global Communities is seeking an experienced Grants and Subcontracts Manager for an anticipated USAID youth program in Tanzania. The Grants and Subcontracts Manager will be responsible for overseeing the administrative and financial management and accountability requirements associated with the implementation of grants and subcontracts at the local level, as well as the process of solicitation, competition and close out for grants under contract and programmatic short-term technical assistance.

Responsibilities:

Specific responsibilities include the following:
* Lead the solicitation, disbursement and management of grants and subcontracts.
* Supervise the grants and subcontracts team.
* Develop and maintain the project’s Grants Manual and ensure appropriate documentation of all awards.
* Review all grant/procurement activities for compliance with program policies and USG regulations.
* Monitor and report on implementation and performance of grants and subcontracts.

Qualifications:

* Bachelor’s degree in business administration, social sciences or related field.
* Seven years of work experience in the administration of grants and subcontracts for international development projects. USAID experience strongly preferred.
* Demonstrated ability to apply USG procurement policies, regulations and/or grant management procedures.
* Demonstrated ability to form effective and productive relationships with stakeholder counterparts, in order to achieve program objectives.
* Fluent English and Swahili.

Monitoring and Evaluation Specialist

Global Communities is seeking an M&E Specialist for an anticipated USAID-funded program to youth entrepreneurship in Tanzania.

The Monitoring and Evaluation Specialist is a senior leadership position on this program. He/she will report to the COP and will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts.

Responsibilities:

Specific Responsibilities include:
* Lead analysis of data collected for assessment of progress and areas of improvement and overall data management.
* Guide reporting processes amongst technical staff and consolidates program reports, and promote learning and knowledge sharing of best practices and lessons learned.
* Support all the technical staff in M&E functions and will manage any M&E related staff in the program.

Tanzanian nationals are strongly encouraged to apply

Qualifications:

* A post-graduate degree in a relevant discipline, such as mathematics, business, statistics, or international relations.
* At least five years of progressively responsible experience designing and implementing monitoring and evaluating activities for complex programs in developing countries.
* A firm command of the M&E issues with respect to improvements in quality integrated service and support programs.
* Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of this project (e.g. service integration and performance against each result area).
* Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
* Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts.
* Professional level of oral and written fluency in English language.

Deputy Chief of Party

Job Description

Global Communities seeks a Deputy Chief of Party for an anticipated five year 17-23M USAID program directed at developing future entrepreneurs and leaders among Tanzanian youth. This project supports positive youth development using an assets-based community development approach.

Reporting to the Chief of Party (COP), the DCOP will help provide management, and strong technical support in the implementation of the project.

Responsibilities:

* Directly manage program and technical staff and related resources to ensure that the program components are results-oriented, meeting their targets with high-quality deliverables on-time and within budget;
* Manage and oversee all operational aspects of the program, including outreach to all target communities;
* Manage and oversee Components 1 and 2 as well as coordinate with the Innovation Fund Manager on implementation of Component 3;
* Ensure that activities function smoothly and are well-managed in the absence of the COP.

Qualifications:

* Education: Bachelor’s degree. Master’s preferred.
* Minimum 10 years of experience in the implementation of donor-funded development projects supporting youth and community development, including at least three years in a management position on US Government-funded programs.
* Demonstrated experience managing technical teams and field operations for effective, inclusive outreach to project participants and stakeholders.
* Demonstrated experience working effectively with governmental institutions and NGOs to facilitate project implementation.
* Experience in Tanzania and/or the East Africa strongly preferred

Director of Finance and Administration

Job Description

Global Communities seeks a Director of Finance and Administration (DFA) for an anticipated USAID program to develop future entrepreneurs and leaders among Tanzanian youth. This is a USAID contract.

The DFA will be responsible for the primary oversight of all financial reporting and administrative operations through the life of the program. In particular, s/he will oversee financial operations for the project and conduct continual reporting to ensure the financial health of the project and the correct usage of funds. This position reports to the Chief of Party.

Responsibilities:

* Provide financial management for all aspects of the program;
* Develop and maintain sound financial management systems in line with USAID rules and regulations and Global Communities’ policies and procedures, and accounting principles;
* Manage the project budget ensuring all costs incurred by Global Communities are accounted for and in compliance with local laws;
* Provide financial control, prepare and analyze budgets, develop financial reports, and make recommendations to Chief of Party on budget expenditures;
* Ensure financial reporting is in accordance with USAID contractual requirements;
* Oversee Operations and Administration staff, ensuring that functions are performed timely and accurately.

Qualifications:

* Bachelors or advanced degree in accounting, finance or related area; MBA in Finance or Accounting preferred
* Minimum of five years managing finance, preferably on a USAID funded program;
* Ten or more years finance department or international development experience with progressively increasing responsibility;
* Proven experience with U.S. Government-funded contracts;
* Demonstrated understanding of USAID rules and regulations
* Strong managerial skills and experience overseeing staff;
* Ability to set up financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds;
* Fluency in written and spoken English required
