Background

The UNICEF Tanzania country office (TCO) adopted a new country programme that was launched in July 2016 and will be running until June 2021. In this context the office has restructured its capacities to further enhance its communication, advocacy and partnership portfolio, merging existing resources in a single section. The country office is actively engaged in the mobilization of other resources to address significant funding gaps that remain a challenge in a medium to long-term perspective. Considering the scale of donor reports due in 2017, the office intends however to seek the support of an external editor to support and facilitate the timely review of donor reports and critical proposals, ahead of the quality assurance function currently assumed by the Partnership Specialist..

 Justification of the position

Programmatic reports are critical components and deliverables in the partnerships established by UNICEF and a large range of donors represented in and outside the country. The country office intends to sustain the exemplary record achieved in the last two years in terms of timeliness and quality of donor reports. While programme sections are essentially responsible for the quality and timely provision of draft reports, the quality insurance led by the Partnership Specialist has proven time-consuming and heavy, effectively diverting attention to other important and strategic initiatives. Further to the adoption of its new resource mobilization strategy, the office will be testing the support of an expert consultant to ensure the initial review and editing of donor reports and critical project proposals, ensuring quality in line with UNICEF standards, timeliness and effectiveness in the description of impact and results achieved by UNICEF.

This TOR is designed to cover the following terms:

A zero value contract to be issued to cover 10.5 months for the assignment
The products will not be produced at the same time, so assignments will be given to the consultant in a range of time when produced
UNICEF's mode of payment is upon deliverables, in this case payments will be based on the hours/days for the completed deliverables of the particular assignment given.
The rate for this particular consultancy will be $500 per day or less based on hours effectively worked
Specific Tasks

The consultant will be expected to review draft reports and proposals, edit them in line with UNICEF Stylebook, make them understandable by a non-expert audience and/or tailor them to specific donors taking into account the donors' specific requirements, when applicable. The consultant will give particular attention to the clarity and readability of the results frameworks presented in those documents. He/she will ensure adequacy between financial reports and the narrative. He/she will assess each report against a predefined checklist, providing recommendations and liaising with relevant counterparts until finalization of the draft report or proposal.  



Methodology


The consultant will support the editing and review of draft reports and proposals submitted by the Partnership Specialist, who will provide guidance and supervision. The consultant will fill up a quality assurance checklist for each report. He/she will be expected to work independently and liaise with relevant Section Chiefs as relevant.

Expected Deliverables

The nature and timing of specific deliverables will be determined in consultation with the Partnership Specialist under the overall supervision of the Chief of the Communication, Advocacy and Partnership section.

Reporting

The Consultant will provide a succinct report on a monthly basis and a final report at the end of the consultancy, detailing the status of deliverables and highlighting learnings and follow-up suggestions to help the country office to maintain high quality reporting and enhance its visibility towards its partners.

Expected background and Experience

Master's degree in relevant field, with at least 5 years of professional working experience in programme reporting, evaluation and proposal-writing;
Good understanding of UNICEF policies, country programming and fundraising; familiarity with UNICEF Stylebook an asset;
Sound understanding of results-based programme management approaches and familiarity with results-based reporting;
Ability to work independently and to produce high quality deliverables under tight deadlines;
Excellent communication skills, including strong English writing skills;
Ability to work in a multicultural environment. Familiarity with the Tanzanian context an asset.


General Conditions: Procedures and Logistics

The consultancy is home-based – there will be no expectation to travel to Tanzania. Therefore, no travel costs will be covered through this consultancy.
The Consultant will provide his/her own materials, i.e. computer, office supplies, etc.
Planned schedule of payment. The consultant will be paid every month based on the hours or work effectively reported on a weekly basis. The payment will be dependent on the satisfactory completion of all deliverables.
 Policy both parties should be aware of:

Fees will be prorated according to the number of days effectively worked, based on timesheets prepared by the Consultant.
Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
For international consultants outside the duty station, signed contracts must be sent by fax or email.
Consultants will not have supervisory responsibilities or authority on UNICEF budget.
Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant.
