Role overview
Research, monitoring and evaluation Manager will take the lead role in designing and implementing research and evaluation strategies, improving programs monitoring systems and processes, monitoring programs performance, build capacity and provide support to the country office team on M & E in general. The RM&E Manager will ensure that high quality data and outcomes of programs research, monitoring and evaluation are systematically generated for the team’s use in improving the design and delivery of VSO’s high quality program.


Skills, qualifications and experience required
Bachelor’s degree level or equivalent in social sciences and or social research 
Extensive experience in monitoring, evaluation and/or research using participatory practices and either/ both quantitative and qualitative methodologies; 
Experience in providing research, monitoring and evaluation support for program design and proposal development. 
Experience in developing and implementing M&E systems and frameworks in an NGO environment. 
Sound understanding on formative/summative design; impact evaluation design and implementation 
Skilled in handling data and the ability to analyze and synthesize data and evidence from different sources 
Experience of reporting to donors in the development sector

Role overview
Project Coordination and Delivery: Ensure project outcome delivered to quality required by the project (with specified risks and benefits), to schedule within set budgets and scope. Provide a key co-ordination and implementation role, ensuring project management standards are followed and deadlines met. 

Prepare management products - including project outcome description, benefits review plan, project initiation documentation, exception plans, project controls. Establish and manage project procedures – risk and issue management, change control, communication.

Skills, qualifications and experience required
Essential: 
Project Management - Experience of planning and managing projects with multiple stakeholders, delivering expected benefits in challenging contexts to tight deadlines. 

Training, Teaching & Pedagogy skills. 
Possess Training and Teaching Pedagogy skills from Training instructions or organisations. 
People Management - Experience of matrix management of project team members across a global organisation. 
At least three years in management and Training or education background. 
Minimum holder of first degree or Advanced diploma in Education, Engineering, or Technical education from from any recognized training or education colleges or University.

Experience in Teaching, Training, coaching, monitoring and evaluation and management of people

Role overview
Organize employers’ forum and job fairs; in collaboration with VETA management, VSO team and advisory committee, She/he will design and develop sustainable mechanism and strategy for VETA on potential employers, will set up the employers’ forum and job fairs between VETA and potential companies and industries in gas relating services. In collaboration with VSO entrepreneurship advisor will develop mechanisms to support VETA graduates for self employability. 
Set-up mechanism to ensure dialogue and referral between VETA centres, including private centres; Facilitates regular meetings between VETA and other vocational private centres for sharing best practices, design mechanisms to create a learning environment between VETA and other vocational centres, proactively he/she identifies all potential meetings to expose VETA into wide coverage of communications.

 Advise on how VETA can create sustainable carrier services 
Organize and facilitate (networking) events, workshops guest speakers and job fairs. 
Develop, teach and facilitate courses (personal / career) to improve the (application) skills of the students. 

Advise students about career possibilities and a career plan. 
Advice VETA students on employability skills such as better CV writing, winning an interview and carrier development. 
Support students for Industrial practical training 
Find opportunities from employer for Teachers placements.

Skills, qualifications and experience required
Essential qualifications: 
Master’s/Bachelor’s degree in Human resources, business management or social science are required. 
Communication – communicates at various levels depending on the audience and content of message, communicates the rights message, excellent in communication consistency between partners in the project 
Analysis and creative problem-solving – proactive to deliver solutions to challenges, ability to identify the interest of the EEVT project and VETA. 
Ability to analyse and quickly grasp the fundamentals of a need. Able to find innovative ways of solving or pre-empting problems. 
Flexibility – ability to be proactive in changing environment of working, works under minimum supervision, 
Desirable: 
Experienced with human resource, recruitment, industry links relations is desirable, experienced on people management and ability to work in a multinationals with flexibilities of cultural differences.

Allowance and accommodation 

All volunteers have an allowance paid in local currency. The allowance meets reasonable living expenses in country, but will not be enough to send money home. 

VSO works with some of the poorest communities in the world which means accommodation varies and will be basic.
