Deloitte Tanzania has an exciting opportunity for a suitably qualified individual to join our USAID Boresha Afya program in the position of Director of Strategic Information.

USAID Boresha Afya is a five-year program (October 1, 2016 to September 30, 2021) funded by the American People through USAID aiming to support the Government of Tanzania (GoT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. Emphasis is on comprehensive and integrated health service delivery for preventative and curative services with regard to HIV/AIDS, Family Planning (FP), Tuberculosis (TB), Malaria, Nutrition and Maternal and Child Health (MCH). Deloitte in partnership with FHI360, Engender Health and Management and Development for Health (MDH) is responsible for implementing the Program in the Southern Zone that covers the geographic area of Njombe, Iringa, Ruvuma, Morogoro, Lindi and Mtwara.

Broad Function

The Director of Strategic Information will be responsible for providing technical direction and guidance to the Strategic Information Directorate, overseeing the development and improvement of programmatic performance monitoring, data management systems and data collection tools and procedures for the program. Additionally, the Director of Strategic Information will be responsible for overseeing analysis of multiple sources of data that are used to inform the progress and direction of the program, target setting and reporting, and building the skills and capacity of the team. This position reports to the Chief of Party.

Main Areas of Responsibility:

  • Oversee the design and implementation of  a comprehensive Strategic Information framework for the program;
  • Design and deploy relevant measures for reviewing performance across program sites within the USAID Boresha Afya regions in line with program and national standards;
  • Actively work with Results Management Office to ensure that the project meets set targets in accordance with PEPFAR, National and International Standards;
  • Participate in and contribute to USAID Boresha Afya evaluation (Internal and External) and operational research;
  • Prepare quarterly and  annual reports for submission to USAID in collaboration with Results Management Office (RMO) office;
  • Provide  technical direction  and leadership  of all program M&E related issues and provide guidance to M&E staff;
  • Promote the use of Strategic Information (SI) and Knowledge Management (KM) practices for evidence based planning and decision making;
  • Ensure compliance with reporting guidelines of the Ministry of Health Community Development Gender Elderly and Children ( MoHCDGEC ), USAID and PEPFAR in terms of indicators, types of reports and deadlines;
  • Establish and oversee  internal systems for effective and efficient program and project monitoring and reporting (m-health, analytics and database management);
  • Identify and lead the management of  program evaluations (baselines, midterm and end line), analyse data, facilitate participatory process to document and agree on findings, disseminate and apply them;
  • Support institutional capacity building to ensure that all Strategic Information components are functional and generate results;
  • Coordinate development/review of the M&E strategy;
  • Identify recruits, develop and retain high calibre M&E talent;
  • Ensure  availability of optimal numbers of well-motivated and trained M&E staff;
  • Ensure that all assignments are conducted in accordance with the Firm’s standard procedures and methodologies and all client information is treated with utmost confidentiality;
  • Strive to ensure compliance with USAID operational policies and regulations on Program Monitoring, Evaluation and Learning activities;
  • Build the capacity and provide leadership, professional direction and mentorship to M&E officers and managers as a strategic unit of the Program; and
  • Perform any other duties as assigned from time to time.


Qualifications:
A Bachelor’s degree in public health, sociology, biostatistics/informatics, economics or related field;
A Master’s degree in public health, clinical medicine, biostatistics/epidemiology/informatics sociology, economics or related field is an added advantage. 
Other Relevant Skills/ Experience:
A minimum of  ten (10 ) years’ experience in the relevant field, five  (5)  of which should be at a senior managerial level;
Work experience in monitoring, evaluation, implementation research including designing, management of paper and/or electronic M&E tools;
Demonstrated  experience in using ICT technologies for data management;
Work experience  in project management, including  managing multifaceted teams and proposal writing;
Experience on data analysis using proven statistical packages; e.g. SAS, Stata, Advanced Excel, etc.;
Experience on data analytics will be an added advantage.
