Job Description

The East Africa Dairy Development (EADD) II Tanzania Monitoring Learning Evaluation (MLE) Officer reports to the EADD II Country Program Manager under the technical guidance of the Kenya / Tanzania and the Regional Monitoring Learning Evaluation leads. S/he also works closely with the country management team to provide the overall leadership of the Monitoring Learning Evaluation function across the project. As such, s/he will work in close collaboration with respective EADD consortium partners and their Monitoring  & Evaluation leads supporting the country program to monitor and track project outcomes and to analyze, document and present the same in a manner that is impactful and of high quality. To this end, he/she will provide technical assistance to implement the MLE framework, advice and training on key aspects of Monitoring Learning Evaluation that would shape the overall EADD II’s country framework and ensure that all outcomes properly monitored, tracked, and documented.

1. MLE Strategic Implementation

Provide technical guidance and support in the implementation of the overall monitoring, learning, and evaluation framework in line with the EADD Program Framework and Heifer International’s global goal and monitoring, learning and evaluation requirements. (45%)

i. Deploy and optimize use at country level of EADD MLE system of record for project and program results
ii. Supervise quality data collection and management in accordance to latest industry standards as adopted by EADD MLE. 
iii. Establishment of quality assurance procedures for data prior to its use 
iv. Plan and coordinate Country Program Framework reviews, Personal Self Reviews and Planning (PSRP) sessions, midterm and final or end of project evaluations.
v. Design and implement a system to identify, analyze, document and disseminate lessons learned for program and project results 
vi. Ensure clear definition of objectives and their results; adequate provision of technical advice for the revision of key indicators. realistic intermediate and end-of-project targets are defined, focused baseline studies are conducted at project start, and clear identification of sources of data and collection methods.
vii. Conduct research to assist project design with relevant secondary information.
viii. Design project MLE frameworks and MLE project documents
ix. Design and implement a system to identify, analyze, document and disseminate lessons learned for program and project results 
x. Develop and set-up Kimetrica systems at all country levels and ensure quality data entry
xi. Developing and maintaining a database for the project beneficiaries in all the key project both internally and in Kimetrica platform on a continuous routine

2.Capacity Development
Lead and collaborate in the development of people and management strategies to strengthen MLE effectiveness across the country program and in the region to meet the requirements of an increasingly competitive environment. (35%)

i. Supervision of MLE interns, providing mentoring and coaching on approaches and technical methodologies
ii. Participate in exchange visits with other partners and other regional assignments to contribute to the MLE activities of EADD
iii. Promote a results based approach to Monitoring, Learning and Evaluation emphasizing on data quality, results, and impacts 
iv. Contribute in the recruitment, training and supervision of external parties that are contracted to implement special surveys and studies required for evaluating project effects and impacts
v. Build staff and partners’ capacities on MLE through facilitation of trainings, collaboration, and development of MLE tools 
vi. Foster quality participatory monitoring by training and involving primary stakeholder groups in the M&E of activities
vii. Continuously build self and professional development knowledge, skills and competencies
3. Proposal development and report writing 
Ensure availability of quality project and program data reports, information, analysis and insights for country staff, management, partners, and external donors. (15%) i. Thorough analysis of the country program and project’s work and ensure it is fully integrated into assessment of results and insights
ii. Routine practices and protocols in report writing to enable timely, relevant and accurate reporting
iii. Visually appealing formats/infographics for reporting across all stakeholders
iv. Present country program achievements and lessons learned to internal and external audience

Demonstrated ability to design and implement strategies aimed at providing institutional capacity building’ to key partner institutions with a view to build efficient, competitive, and sustainable dairy industry.
A good understanding and sensitivity to issues associated with poverty, hunger and environment, and knowledge of the context to which non-profit organizations operate.
Knowledge of enterprise development and linkages to poverty alleviation.
Excellent organizational skills.
Proven experience in building the capacity of partner institutions to document and disseminate industry information, manage knowledge, measure progress and plan and advocate within the industry.
Proficient knowledge of word processing, spreadsheets, presentation tools, electronic mail (Microsoft Office preferred) and Internet.
Knowledge of and experience with developing private/public partnerships at the national and business level.
Demonstrated proficiency in English and other local languages, both oral and written.

Essential Job Functions and Physical Demands:

Demonstrable knowledge in quantitative and qualitative approaches to monitoring and evaluation and ability to communicate MLE concepts clearly with leadership, partners, farmers and staff at all levels.
Preparing and presenting documents in a well-designed format with good readability
Ability to understand, appreciate and implement Heifer’s Value Based Holistic Community Development.
Demonstrated creativity, ability to think systematically, willingness and ability to incorporate innovative solutions.
Willingness and ability to assign and review the work of direct reports and to use participatory management skills with junior and senior staff.
Proven team leadership and supervisory skills with the ability to train and work cooperatively with a diverse staff, including interns, enumerators among others.
Constant face-to-face, telephone and electronic communication with colleagues and the general public.
Willingness and ability to travel extensively throughout Tanzania and other EADD project sites.
May require constant sitting; working at a computer and focusing for extended periods of time and performing office environment activities while on the road and/or in remote conditions.
Working with sensitive information and maintaining confidentiality.
Ability to manage and execute multiple tasks with little supervision while meeting sometimes inflexible deadlines.

Required Experience

Minimum Requirements:
Bachelor’s degree in international development, quantitative economics, business and or statistics or the equivalent
At least two (2) years of demonstrated experience in the Monitoring, Learning & Evaluation field, ideally gained through working in the development context, preferably in a non-governmental organization (NGO) or relevant private sector context.Experience in supporting and monitoring field based programs.
Experience in managing databases and coordinating evaluations, surveys and impact monitoring at a senior level.

Preferred Requirements:
Master’s degree or equivalent in international development, quantitative economics, business and or statistics or the equivalent with an academic focus on monitoring and evaluation, plus four (4) years of direct relevant experience in Monitoring Learning Evaluation.
Experience in supporting and monitoring field based programs in Tanzania or the East African region.
Proven experience in staff training.
Understanding of Heifer’s Value based model is an added advantage.
