Short-term Technical Specialists at Chemonics International

Chemonics International seeks short-term technical specialists to support the financial and operational compliance of civil society organization (CSO) and government institution grant activities to ensure compliant, ethical, and responsible use of US AID funds, as well as to support CSOs' strategic communications efforts. These assignments will begin immediately and continue through May 2016.

Specific duties include:
• Work with USAID direct grantees to review all their grant files monthly and quarterly for completeness and compliance
Conduct review of expenditures and accounting processes in preparation for grant closeouts

• Serve as interface between the USAID direct grantees and project regarding compliance issues
Liaise with the monitoring and evaluation (M&E) specialist and provide data on relevant indicators
• Provide updates on grantee progress for COR weekly report and monthly reports and work plan updates
• Conduct site visits to direct grantees to assess grants management compliance and procurement

• Review advance requests and liquidations and support partners to address any inconsistencies
Review actual and planned expenditure and support partners to address any inconsistencies
• Review foreign tax reports and support partners to address any inconsistencies
• Provide coaching and mentoring to direct grantees on addressing audit findings
Strengthen direct grantees and non-grantees partners' financial and operational systems (administrative, HR and procurement)
• Support direct grantees to manage and build capacity of sub-grantees
• Provide coaching and mentoring to direct grantees on grants and sub-grants closeout plan preparations
Review, provide technical input, and certify grantees' quarterly reports
• Support grantees' strategic communications efforts with the client and other relevant stakeholders
• Gather information from grantees about potential success stories
• Other duties as assigned by the Chief of Party or his designee

• Advanced degree in HR, business, education, international relations, or other relevant fields preferred
• Minimum of 3 years of experience in USAID/Donor grants compliance or financial management
• Experience in M&E practices, particularly data collection and analysis preferred
• Fluency in Swahili and English required; strong written and oral communication skills
• Strong skills working with Microsoft Office products
• Tanzanian nationals preferred
