Principle Investigator

Job Description:

The Quality and Performance Institute (QPI) is a division of URC that has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world. The position isavailable for candidates who are eligible to work in Tanzania for an indefinite period without a need for sponsorship.

Job Responsibilities:

·         Oversee project implementation, including development of annual workplans, progress reports, other programmatic updates, financial reporting

·         Maintain close coordination with CDC, the Ministry of Health, USG - implementing partners, local counterparts and the international donor organizations acting in Tanzania

·         Ensure timely and accurate reporting and communication with CDC and URC Headquarters

·         Represent the project in relevant national and international meetings

·         Ensure project compliance with URC’s policies and procedures and in accordance to CDC’s rules and regulations

·         Ensure efficient administrative and financial performance of the project team, including consistent implementation of internal controls processes

·         Provides overall supervision of the project team, as well we international and local consultants

·         Ensure documentation of lessons learned and its sharing

Job Requirements:

·         At a minimum a Master’s Degree in health, social services, management, or business administration, or related field.

·         At least 10 years of  experience in managing complex public health programs or programs of similar scope and size.

·         At least 10 years demonstrated state-of-the-art experience within the capacity as senior staff in at least two of the following areas: HIV/AIDS care and treatment; maternal, newborn and child health; reproductive health; nutrition; quality improvement/ quality assurance; health systems strengthening; M&E; and operations research.

·         At least five years international experience in development, managing, overseeing, or evaluating public health programs of similar size and complexity.

·         At least seven years’ experience in program management and administration, financial management, award contractual compliance, subaward management, and tracking project performance and costs via specific funding streams.

·         Professional level of oral and written fluency in English language

·         Strong management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.

Job Responsibilities:

·         Responsible for administrative financial performance of the project in Tanzania

·         Ensure accuracy of financial performance and its compliance with URC’s policies and procedures and according to CDC’s rules and regulations

·         Responsible for implementation of internal financial controls for the project team, sub-grantees and vendors

·         Oversee performance of sub-grantees, vendors, including their timely and accurate financial and programmatic reporting

·         Ensure that administrative and financial policies and procedures of the project are compliant with the Republic of Tanzania laws

·         In collaboration with technical team, develop activity-based budgets for project’s technical components, and provide accurate monthly expenditure updates to PI and project’s technical leadership

·         Stay updated of CDC policies, procedures, rules and regulations; compile and update applicable local policies; and train URC’s technical and administrative teams in these policies.

Job Requirements:

·         Master’s degree in financial management, Business Administration, Finance, Accounting or other relevant field, or a Bachelor’s or certified accounting degree with 10 years of experience;

·         At least 10 years of relevant development financial working experience;

·         At least seven years of experience in accounting, operations and financial management of large-scale, international development assistance programs;

·         Familiarity with USG financial reporting and compliance requirements;

·         Demonstrated experience and skills in developing and managing large budgets;

·         Proficiency in relevant computer applications and databases; and

·         Excellent written and oral communication skills.

Job Responsibilities:

·         Provide technical leadership to the project team

·         Work with PI and project technical team to identify, develop and implement effective strategies to improve community based support and care for PLHIV

·         Provide guidance to the project technical team, sub-grantees, and counterparts in accordance to PEPFAR 3.0 and USAID’s 90-90-90.

·         Provide technical leadership to ensure sharing best practices and learning

·         Coordinate activities with collaborating IPs targeting district communities

·         In the absence of the PI, manage and supervise overall project implementation

·         Provide training and mentoring to project staff and other key stakeholders (government staff, etc.)

Job Requirements:

·         At a minimum a MD of Master’s Degree in public health or related field.

·         At least seven years of experience in managing and implementing complex public health programs of similar scope and size in a development context, with at least five of those years in Sub-Saharan Africa, preferably in Tanzania.

·         At least five years of demonstrated experience in managing and supervising a technical team and in project design

·         At least three years demonstrated state-of-the-art experience within the capacity at a mid- or senior level in these areas HIV/AIDS care and treatment, maternal, newborn and child health and reproductive health /family planning AND demonstrated experience in two of the following areas: nutrition; quality improvement/ quality assurance; community health, human resources for health development; M&E; and operations research.

·         Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
