Purpose of the position:
The Monitoring and Evaluation- Senior Manager will provide leadership in the development and implementation of WVT’s M&E system and ensure adherence with WVI practices and standards.
Roles and Responsibilities:
1. Organise and standardize monitoring in WVT
Contextualise WVI monitoring guidelines in a way that is practicable for the national office.
Develop WVT policies for monitoring that include data collection protocols and procedures.
Identify and select Child Wellbeing indicators that reflect WVT strategy to be used as standardised indicators across area and technical programmes.

Review area and technical programmes to ensure alignment with LEAP 3 monitoring standards, including the use of WVT standardised indicators.

2. Oversee analysis of monitoring data at National Office level
Develop a data analysis framework to be used to review management reports from programmes, appropriate to WVT.
Consolidate and critically analyse monitoring data from all programmes on an ongoing basis.
Ensure data quality for WVT for all programmes by conducting regular data audits.
3. Manage the sharing and use of monitoring data
Share consolidated and analysed information from programmes with Senior Leadership Team on a regular basis to show progress towards the National Office strategy.
Prepare integrated lessons learnt from regular National Office-level reviews and reflection of all (technical) programme monitoring data, to be shared with programming and DME staff.
Highlight issues that may need to be shared with government ministries and other NO-level partners and counterparts, or that require further research, based on the evidence arising from monitoring data.
Provide recommendations to Senior Ledership Team of actions and changes to programme plans that may be required based on the evidence arising from monitoring data.
Guide key stakeholders to implement recommendations, as necessary.
4. Lead the Quality Assurance Team;
Organise M&E technical orientation for WVT;
Ensure M&E staff performance benchmarks are set and tracked;
Provide staff performance oversight including reporting to work and general welfare;
Ensure stewardship and accountability of WVT material and financial resources.
Skills and competencies:
Minimum Qualification required:
Post-graduate qualifications in Statistics, Epidemiology, Applied Science, Agriculture, Social Science or research based qualifications.

Experience:

Purpose of the position:
Under the supervision of the Sustainable Livelihood and Economic Development Specialist, the incumbent will facilitate the roll-out of the HISF strategy with Vision Fund Tanzania whose goal is to provide SGs, CPGs and Commercial Villages with access to appropriate financial and non-financial services.  This facilitation will focus on two core areas—(i) supporting Vision Fund Tanzania in the design and implementation of market research in order to better understand the needs of target populations (ii) working with Vision fund Tanzania to interpret, analyze and translate market research findings into financial products that are in-line with the project’s SAFe strategy.
The HISF Strategic approach relies on ground-testing assumptions through qualitative focus groups and key-informant interviews, step-by-step accompaniment and facilitating joint decision making in order to ensure institutional buy-in. The Facilitator will use these or similar methodologies in order to advance his/her work with Vision Fund Tanzania. 
Roles and Responsibilities:
Work with the Sustainable Livelihood and Economic Development Specialist (HISF technical lead) and Vision Fund Tanzania to develop overall implementation plan
Determine the market research needs and priorities, existing capacities and resources and then develop a market research sampling and implementation plan in coordination with Vision Fund counterparts
Design market research tools and train Vision Fund staff in the collection, analyze, interpretation and reporting of data

Purpose of the position:
The Babati Cluster Health & Nutrition Officer is responsible for supporting all cluster health and nutrition activities within Kisongo-Makuyuni, Magugu and Gorowa ADPs. In addition to the specific duties outlined below, the Health & Nutrition Officer will be responsible for providing technical support and supervision to the Cluster team; contributing to reporting and data collection; initiating leading monitoring visits to supported facilities; and providing technical input, writing and budgetary input for new program design. The Health & Nutrition Officer will also support the design and development of multiple health and nutrition grants in the area and will be responsible for monitoring the implementation of activities.
Position Responsibilities and duties:
Work closely with the Cluster team to achieve program objectives and targets effectively and efficiently
Help with activity verification and monitoring (stock and program quality) at supported facilities to ensure smooth, high-quality program implementation
Facilitate coordination meetings, advocacy meetings and awareness raising sessions at the community level, together with community health promoters
Assist the ADP managers prepare weekly and monthly work plans
Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Health & Nutrition Technical Team Leader

Warehouse Supervisor- Kibondo Kigoma

JOB DESCRIPTION

Purpose of the position:
To oversee the receipt, storage and dispatch of commodities in the warehouse. To account for all commodities received in the warehouse. To ensure that warehouse is well maintained and meets safety and health standards. Organize and coordinate transportation of commodities in and out of the warehouse.

Key Roles and responsibilities:
Warehouse and commodity Management:
Overall in charge for all warehouse operation.
Ensure upkeep, standard of cleanliness and maintenance of warehouse. Cleaning must be done every day and thorough cleaning at least once a week, fumigation is organized and conducted as required.
Ensure proper accounting of all commodities received. Ensure trucks are inspected on arrival at the warehouse and commodities are counted, first on the truck, then during offloading into the warehouse and if need be at the stack. If any shortages, damages or excess promptly make notation on all copies of the delivery note/waybill.
Ensure that damaged/unfit commodities are kept separately. Arrange for the disposal of all commodities unfit for human consumption upon receipt of the necessary authorization. Ensure proper documentation of such activity in the proscribed form.
Ensure proper commodity packing: torn bags/leaking tins/cans must be segregated and reconstituted, repacked immediately before the waybill is signed acknowledging the receipt.
Ensure that commodities entering of leaving the warehouse have a delivery note/waybill duly signed by an authorized signatory.
Ensure that commodities are well stored and the warehouse is well maintained. Conduct daily/weekly/monthly physical counts of commodities in the warehouse and ensure that records are tallying with physical stocks.
Ensure proper storage of commodity on pallets. Ensure that all commodities are stacked by shipment, condition type, and package/weight and have updated stack cards.
Ensure that first in first out (FIFO) practice is followed at all times, except in the case of reconstituted commodities, use Last in First Out (LIFO) practice i.e. commodities received last must leave the warehouse first.
Periodically arrange for fumigation as needed.
Monitor commodity quality/quantity control.
Ensure that all mandatory warehouse items and equipments are available in the warehouse, fire extinguishers, cleaning supplies, first aid supplies and scales are accessible at all times.
Manage receipt and dispatch of commodities.
Conduct commodity audits on a regular basis.
Ensure security is reviewed regularly
Ensure loaders payments are prepared on time.
Documentation:
Prepare Daily/weekly/monthly reports commodity status reports for submission to the Commodity Tracking Officer/WFP/UNHCR
Maintain updated records (stacks cards, stock control sheets and warehouse ledger and reports (daily/weekly/monthly etc).

JOB DESCRIPTION

Purpose of the position:
Provide technical support and coordinate the implementation and integration of Health and Nutrition programs by ensuring that mult sectoral approach is employed and enhance mainstreaming into community programs as per approved technical programs and approaches, policies, systems, procedures and donor requirements.

Key Roles and Responsibilities:
Strategic engagement:
Coordinate the initiation, implementation and evaluation of Health, Nutrition and HIV&AIDS programs as well as developing a grant tracking system as per WVT and donor standards.
Ensure integration and implementation of Health, Nutrition and HIV&AIDS programs and projects.
Review and update the Health, Nutrition and HIV&AIDS strategy and Annual operation plans.
Identify and develop best practices and share lessons learnt with WV entities and partners.
Promote participation of children and women in Health, Nutrition and HIV&AIDS programming.
Conduct Operation Research on WVT field work to contribute to Health, Nutrition and HIV&AIDS programming Knowledge and skills.
Resource mobilization:

Engage in concept papers/proposal writing for fund raising.
Continuously access, research, evaluate and promote best practices and resources in Health, Nutrition and HIV&AIDS interventions.
Ensure that all aspects of the project development, funding concepts and proposals are accurate and professionally prepared.
Reporting:

Coordinate development and submission of Health and Nutrition finance and progress reports to Technical Program Leader.
Prepare and submit monthly and quarterly activities reports.
Business Relationships and Networking:
Networking with other organizations to implement and document best practices to promote WVT learning.
Work with other sector specialist within and outside WVT to implement a Health and HIV&AIDS learning system to document, assess, share and replicate:
Financial and non-Financial resource management:
Manage the WVT material and financial resources to ensure Stewardship and accountability in the Program Development Division.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required:
Master’s Degree in Public Health or other Health Sciences with 10 years practical experience in Public health including HIV/AIDS with a reputable organization.
Experience: At least three years’ experience in program planning, implementation, monitoring and evaluation of Health and HIV&AIDS programs.

Training, facilitation and coordination skills.
Proposal/concept papers development for fund raising.
Research, monitoring and evaluation skills.
Needs assessment and report writing skills.
