This role is a key member of the programmes management unit and Restless Development Management team.   A key challenge and performance requirement of this role is to ensure that, at all levels, Restless Development is gathering evidence and lessons learned and is communicating our results and impacts to key stakeholders, to better serve young people and to inform the youth agenda in Tanzania.

We are currently seeking a skilled and motivated Monitoring, Evaluation & Learning (MEL) Manager who will ensure the smooth running of all M&E systems across the organisation and lead the organisation’s research, evaluation and learning activities – ensuring quality and accuracy in the way information is packaged and disseminated to internal and external audiences.  You will ensure youth, volunteers, teams, and our partners learn from our work. Additionally, youwill provide a helicopter view of our internal performance in programmes by consolidating monthly and quarterly data sets from across the agency to support organisational decision making, as well as donor reporting.

ABOUT OUR WORK IN TANZANIA

With 66% of the population under 25 coupled with high fertility rates, Tanzania will soon be experiencing the youth bulge.

We’ve been in Tanzania for the last twenty years, growing, changing and responding to the most urgent issues facing young Tanzanians. Our work in Tanzania has been cited best practice for our unrivalled methodologies by the World Bank  and UNICEF and we were the winners of the 2014 Resolve Award from the Global Leaders Council for Health.  Directly reaching over 110,000 young people across 14 regions each year, it is our young volunteers and youth led networks that lead and deliver transformative change.

Today, we address some of the biggest issues on the table including: the role of young people in the constitution and election process, unemployment, adolescent girls, and development.

Over the last 12 months our work has contributed on the ground to:
53,785 young people accessing sexual reproductive health programmes and services
11,701 young people accessing civic education and advocacy training, with 6,966 of them engaged in the constitutional review process
5,100 young people trained on how to set up their own business and as a result 2,431 micro-enterprises have been established.

Behind the numbers, we are influencing from the local level upwards taking up the position as the leading expert to government, donors, and civil society on young people. This has included:Our second annual Youth in Tanzania Today Report providing a snapshot of young people’s development from across the country; Convening 150 young people, 17 local government actors, and 4 members of the constituent assembly to review and dialogue on the second draft constitution in Dodoma; and close partnership within the Ministry of Information, Youth, Culture and Sports.

ABOUT THE ROLE

Our next Monitoring, Evaluation and Learning Manager will build on a strong legacy from the outgoing post holder. Your role will be to ensure that Restless Development is able to identify, capture, communicate and learn from our efforts and results to ensure we demonstrate the impact and value of youth-led methodologies, improve the quality of our work, and can measure our performance in programmes. You will be a core member of the Programmes Management Unit, and will work closely with Programme Managers to ensure appropriate systems, tools, and processes are in place in all our programmes, and that in practice our reporting, research and case study collection enables us to demonstrate our impact - continuous learning and learning from our mistakes is core to our Values.

Working under the leadership of the Head, you will drive standards in programme design, monitoring, research and learning through the management team, programmes, and business units. You will with the Programmes Management Unit ensure we are able to validate our achievements through high quality internal and external reporting, evidence gathering, outcome measurement and impact assessment.

The successful candidate will demonstrate experience and passion for research and learning, but have an eye for systems development and project monitoring. You must be analytical but have the ability to coach and support our staff and young people to participate in monitoring, evaluation and learning. The individual must demonstrate the leadership behaviours we expect to see in our Manager (see our Values below), and be able to instil a culture of reflection and learning across the whole team.

KEY PRIORITIES

1. Monitoring, Evaluation& Learning (MEL)
Ensure appropriate systems, indicators and tools are in place to enable all programmes meetnational strategy and donor requirements, for results monitoring, outcome and impact measurement
Work closely with the Programmes Management Unitto ensure all programmes are delivered in line with the standards of Restless Development Programme Quality Compendium.
Build capacity and ensure understanding of staff and volunteers in correctly implementing MEL systems and utilise MEL data toinform programme implementation and development.
Provide accurate and timely data to facilitate effective oversight and organisational decision makingfor the Programmes Management Unit and the Management Team
Manageindependent and external evaluations – such as baseline, mid-line and end-line evaluations and surveys – including design, budgeting, data collection and analysis and report writing.
Support fundraising for our research and evaluation agenda through report and proposal writing, logistical framework and concept development, research, and partner meetings.
Support the Programmes Unitto appropriately format and disseminate programmes result and impact to programme stakeholders (including beneficiaries) at national, and district levels.
Support the Fundraising Unit to appropriately report our results and impact to donors.
Lead end-to-end research studies as and when required.
Draw on your own knowledge, networks, and best-practice approaches to innovate the way in which programme effectiveness is measured.

2. Unit Leadership
Develop, implement and review MEL unit plan in line with the organisational strategy and business plan
Provide performance management and support to your direct reports ensuring they drive performance and results and work as a high performing members of the MEL Team
Manage MEL Unit priorities through the development and regular review of operational plans, implementation calendars and annual budgets.

3. Agency planning and performance
With the programmes management unit, lead the programmes component of strategic planning and annual reviews
Support the Core Management Team to plan and implement evaluations of non-programme issues and systems (e.g. cost effectiveness, volunteer safety).
Build and manage systems for sharing and learning across the organisation – both within Tanzania and with other Restless Development offices.

Restless Development Tanzania has successfully secured a number of new partnerships over the last 12-24 monthsbringing in over £1 million per annum from a range of bi-lateral and multi-lateral donors, trusts and foundations and the private sector. This role will support across all grant management needs working closely with theFundraising and Partnerships Manager and the Programmes teams to deliver high quality management of existing grants.
The postholder will be based in the Dar es Salaam office within the Fundraising and Partnerships team. We are seeking a committed and conscientious individual to ensure key reporting and implementation deliverables are met, as well as enhance donor communications to support partnership development.The postholder will support across a number of different projects including in particular our civic education, sexual and reproductive health and rights and livelihoods programmes. Context Restless Development Tanzania (www.restlessdevelopment.org) is the leading youth-led development agency and we are looking for dynamic, committed and passionate individual to assist in the delivery and coordination of our Southern Highland Programme led through the Mbeya Programme Office.

Working with disadvantaged young people in rural settings including youth led enterprises and youth groups, you will coordinate our support to the youth sector identifying and coordinating business development opportunities for these groups as well as leading training and advice to these groups in strengthening their businesses and organisations. Main responsibilities Provide and coordinate entrepreneurship training and support to youth groups based on specific capacity building needs
Support the development of criteria for identification and support to new youth led enterprises
Support the KijanaIbuka Project team to identify new youth led enterprises based on criteria developed by the programme
Support training to youth organized groups under KijanaIbuka project in the area of youth entrepreneurship
Support the PQ team with monitoring and evaluation, research and studies
Support the annual review of the livelihoods compendium
Share learning and good practice case studies from the national environment with the team and Mbeya Regional Programme team as a focal point for the team on livelihoods
Support for development of partnerships for the programme
Coordinate the collection of case studies from your area of work to show case the impact of our work with youth entrepreneurs
Submit timely monthly reports to your line manager in line with the M&E system in Restless Development Tanzania
Support delivery of annual planning and review meetings with key internal and external stakeholders to the programme

Main responsibilities Support the Program Coordinator to engage with the Ministry of Labour and Employment of young people’s needs in Mbeya and Tanzania in particular
Identify partners to provide technical support and services to youth led enterprises
Identify and map private and public sector funding opportunities for youth groups to access and provide practical advice and support to do this
Work with Program Coordinator and Fundraising Partnerships Assistant to identify partnership opportunities with the public, private and civil society sector in this area of work including professional attachments for youth
Utilise local media to support the visibility of the programme with the team
Coordinate collection and submission of case studies for profiling on Restless Development websites and on other social media platforms
10% of the time Financial Management
Main responsibilities

Responsible for accounting and use of funds and assets at a field level in line with Restless Development policies and procedures
Account accurately for all imprests on a timely basis in line with the Restless Development Tanzania financial procedures - ensuring expenditure is spent appropriately receipted, recorded and submitted in a timely manner
Work with Program Coordinator and Finance and Admin Assistant to ensure that all funds spent on activities in the field are spent as per policies and procedures, as that assets are used and accounted for properly
Ensuring that the money reaches the field on time for all approved activities
Participate in and support annual budgeting, and quarterly budget re-forecasting with the programme coordinator
Uphold all financial policies and procedures for Restless Development Tanzania
10% of the time Other Duties

Person Specification
Qualifications
Essential
Holder of a Diploma or University Degree in Agro-Business, Ecomonics, Project Planning and Management, Community Development or any related field.
Technical expertise in livelihoods and entrepreneurship
A strong personal commitment to the aims, values and methods of Restless Development Tanzania
A clear understanding of contemporary development issues facing young people in Tanzania particularly of HIV and AIDS, life skills, livelihoods and civic participation
Flexibility with the ability to stay out of office, working in the field for prolonged periods
Ability to work in a team
Fluent in English and Swahili
Good word processing skills including Word, Excel, Powerpoint

Preferable
Technical training or expertise in community development
Excellent interpersonal communication skills
Living in Mbeya, preferably in Mbeya, Mbarali and Rungwe Districts.

We have been working in Tanzania since 1993 and have established an impressive track record in delivering grassroots impact through youth led development programmes aligned to the Government of Tanzania’s poverty reduction plans and Millennium Development Goals now Sustainable Development Goals. Our area of focus is in Sexual Reproductive Health and Rights (SRHR), Livelihoods & Employment, Civic Participation and global issues such as climate change and emergency response.
D4L
We are looking for a talented and passionate young people to volunteer in Dance4life project.D4L is a dynamic international initiative that actively involves young people. It encourages young people to use their voices in stopping the spread of HIV and AIDS and breaking down the stigma and taboos that surround the pandemic. Dance4life visits schools with specially trained teams that inform students on the current HIV and AIDS situation around the world and in their own country by using Heart Connection Tour team through infotainment tools such as drumming, music, video, and, of course dancing. The young people in the schools and their involvement are the powerful heart of dance4life. The project uses more volunteers to deliver the program at community and secondary school level
Volunteers will be responsible in delivery of the project, be engaged and focused throughout the cycle of the project.
Volunteers will be dynamic and passionate individuals, who are able to work in a cross cultural setting,practical, solution-focussed and committed to delivering high standard programmes.
Role Purpose The dual objective of being aD4L volunteer with Restless Development is to actively contribute to the delivery of a D4L project, while also focussing onyour own personal and professional development.
Core Responsibilities To strengthen Sexual Reproductive Health and Rights ( SRHR) clubs in schools and youth clubs ( Community Action Group) in communities
To deliver and supervise SRHR secondary and primary lessons in rural government schools to enhance knowledge of students on SRHR, life skills through non formal education techniques.
To support young people to lead (through youth clubs) the development of themselves and their communities.
To conduct training and workshop for community Action Group (out of school youth) on SRHR, LIVELIHOOD issues.
To conduct Peer education training for schools students to lead class room sessions on HIV/AIDS and life skills education.
To conduct community seminars for out of school youth on SRHR, livelihood and Gender issues and provided peer advice for youth.
To work in partnership with Government Organizations, schools and community Based Organization.
To organize festivals, sports leagues, women’s clinic day, Health education day, essay competition video shows to raise awareness at the local level.
To prepare monthly reports and training/ workshop
Personal Specification Must be between 18 and 25 years old
