Heifer International has been working in Tanzania since 1974. Heifer International currently supports a wide portfolio of development projects designed to transform the lives of resource poor farming families in Tanzania. In last four years, Heifer International
Tanzania Country Program has continued to its significant growth in the diversification of its funding support in order to continue to increase scale in program impact. The growth in diverse funding support is reflected in the continues increase in program and project portfolio.
One of the recent projects in its program portfolio is The Dairy-Hub Model Integration, an ambitious three-year Project designed to contribute to sustainable livelihoods of 3,850 smallholder dairy farmers in Rwanda and Tanzania by strengthening their organization in contributing to increased dairy farm production and productivity and to improve access to markets. In Tanzania this project is targeted to benefit 1750 households in Unguja and Pemba.
In responsive to this project needs, the Country Program is seeking to recruit competent candidates for the following four positions

Job Title: Community Mobilization Officer (2positions) -Dairy Hub Model Integration Project
Reports to: Country Project Manager
Location: Heifer, Zanzibar Office. (Unguja 1 position), Pemba (1 position)

The Community Mobilization Officer is responsible for coordinating agricultural market access and linkages for smallholder project activities at the dairy hub or producer organization (PO) level. The Officer will carry out all POs' mobilization and capacity strengthening activities, supervise all group-based project activities and provide extension support to farmer organizations and their members. He/she will link the POs with profitable markets within and outside the district. The Officer will also encourage targeted beneficiary smallholder dairy farmers, including women and youths, to actively participate in project activities and promote 'transparency and accountability in the use of project resources. S/he will ensure that project activities are implemented in accordance with contractual obligations and meet reporting deadlines. .
A. Mobilize and prepare farmers for collective marketing.
B. Facilitate and monitor pre-cooperative\producer association orientation activities in the self-help groups (SHGs) and clusters of SHGs as they develop into cooperatives/producer organizations.
C. Facilitate SHGs in the formation, registration process and in the development of a cooperative/producer organization and develop values and principles orientation that incorporates Heifer's Cornerstones.
D. Facilitate farmers' trainings on topics including group dynamics, financial management, gender, crop production, post-harvest handling and storage, entrepreneurship and marketing.
E. Facilitate the cooperatives/POs in the orientation of new non-Heifer members to fully understand cooperative principles and values
F. Guide cooperatives in establishing a system for the fair distribution of benefits.
G. Guide cooperatives in conducting periodic PSRP and reinforcing values.
H. Serve the farmer organizations' primary technical assistant in the planning, implementation, monitoring and reporting of
I. Provide support in exploring business opportunities along dairy value chain and in preparing business plans for cooperatives and farm families
J. Build innovation in business development for smallholder dairy farmers, dairy cooperatives, etc., to increase their efficiency and effectiveness.
K. Provide support in establishing and operating dairy market structures (e.g., milk collection centers, market centers, processing facilities, chilling centers, etc.).
L. Facilitate the capacity building of the dairy hubs' governing board and management in effective and efficient decision making, financial management, human resource management, operation and strategic planning and implementation, conflict management and democratic governance.
M. Participate fully as a member of the project team, including active involvement in planning and review meetings, and the timely preparation of progress reports.
N. Participate in the organization and implementation of enterprise development related Training of Trainers for project partners, cooperatives and project farmers.
O. Prepare periodic reports and document best practices and lessons learned.
P. Seek continued growth in the knowledge of Heifer International programs and issues of hunger and poverty.
Q. Perform other job-related responsibilities as requested.

Minimum Requirements:

A Bachelor's Degree in community development, organizational development, agribusiness development, rural development, business administration or other relevant disciplines plus 2 years of experience or an advanced diploma in the above mentioned fields plus at least three (3) years of experience in the implementation of agribusiness project is required. Other job-related education and/or experience may be substituted for all or part of these requirements. An advanced degree plus at least three years of experience in the implementation 'of agricultural marketing projects is preferred.

Most Critical Proficiencies, Essential Job Functions and Physical Demands
i. Strong organizational and participatory planning skills.
ii. Excellent interpersonal and communication skills in English and Swahili, both spoken and written.
iii. The knowledge of Kiswahili is a must.
iv. Knowledge of word processing, spreadsheets and electronic mail software (Microsoft preferred),
v. Ability to dialogue and network with clients, customers and various dairy industry stakeholders including farmers and businesses.
vi. Ability to effectively present technical/field information and respond to questions in fluent English and Kiswahili before public groups.
vii. Ability to develop and use collaborative relationships and partnerships to facilitate the achievement of field strategies, goals and objectives.
viii. Ability to meet and deal with others in a courteous and tactful manner.
ix. Demonstrate a high degree of honesty and integrity.
x. Ability to identify and understand issues and opportunities, compare data from different sources to draw conclusions, use effective approaches for developing appropriate solutions, take action that is consistent with available facts and probable consequences.
xi. Ability to generate innovative solutions in work situations; trying different and novel ways to deal with problems and opportunities.
xii. Excellent organizational skills including strong attention to detail
xiii. Motivated to work responsibly with little supervision.
xiv. Ability to foster and maintain a spirit of unity, teamwork and cooperation.
xv. Willingness to work/reside with rural farmers.
