MONITORING AND EVALUATION ASSISTANT,
Coastal Rural Support Program (Tanzania)
The Aga Khan Foundation (AKF) is a private, non-denominational, development agency promoting creative and effective solutions to problems that impede social and economic development. AKF has been working to improve livelihoods and food security for smallholder farmers in southern Tanzania since 2009. AKF is now launching a program devoted to improving the poultry and horticulture value chains in its programme area of Lindi and Mtwara regions and is recruiting a monitoring and evaluation assistant to support the monitoring and evaluation activities in this program and CRSPT’s broader monitoring and evaluation activities in its health, education and access to finance programmes.
Specific responsibilities include:

 Work with CRSPT field based teams to ensure quality and timely submission of M&E data;
 Help provide clear understanding on how to use M&E forms and / or conduct other M&E related work with relevant field based staff;
 Participate in implementation of all data collection processes, whether routine data collection by field staff or data collection by enumerators for surveys;
 Proactively make observations or gather anecdotal evidence of issues, trends or developing circumstances arising in the field that may stimulate further probing into and contribute to its documentation;
 Fully contribute to translation-related work;
 Fully contribute to any required data entry of ongoing M&E related work
Qualifications/Experience:
 A degree in International Development, Agricultural Economics, Social Sciences, Economics, Statistics or relevant field;
 At least two years of experience in results-based M&E in a development context;
 Significant experience in field work and interacting with beneficiaries including keen observation skills;
 Willingness to participate in field activities/surveys and travel to remote areas;
 Demonstrated ability to manage and mentor enumeration teams;
 Excellent written and verbal communication skills in English and Swahili;
 Able to translate questionnaires and focus group discussion guides into Swahili;
 Experience in database development and data management a plus;
 Good contextual knowledge of local issues, community priorities, organizational relationships, social and cultural constraints and realities, and environmental conditions;
 Must be willing to live in Mtwara/Lindi, Tanzania and spend long periods in rural areas.

AKF is looking for two Monitoring and Evaluation Officers with strong multi-disciplinary M&E skills and one or more of the following key strengths:
 strong qualitative research, analysis and writing skills
 strong quantitative data analysis skills and experience
 significant experience in undertaking quantitative surveys
 strong database development skills
Specific responsibilities include:
 Take the lead on development and implementation of data collection processes related to your primary skill-set (quantitative surveys, qualitative studies, writing of case stories, development of routine monitoring tools and other M&E instruments), from data collection planning to data analysis and communication;
 Support a broad range of M&E activities outside your lead area
 Ensure training of field staff on use and applicability of M&E instruments and tools necessary for successful project implementation;
 Contribute to documentation of observed trends and reactions, lessons learnt and analyzed data as well as ensuring information is used for informed decision-making within the M&E and Programme teams.
Qualifications/Experience:
 A degree in International Development, Agricultural Economics, Social Sciences, Economics, Statistics or relevant field;
 Training and educational background in statistics or closely related field
 Experience of working in the agricultural sector, with value chain background if possible; experience in multi-faceted development programming a plus;
 Proven skills and at least three years of relevant experience in quantitative data collection, qualitative research, data management and analysis using SPSS, NVIVO, Access or other relevant data management/analysis software;
 Supreme attention to detail and capacity to deliver quality data and information
 Willingness to participate in field activities/surveys and travel to remote areas within the region with a demonstrated ability to manage enumeration and research teams;
 Excellent written and verbal communication skills in English, with Swahili an advantage;
 Good contextual knowledge of local issues, community priorities, organizational relationships, social and cultural constraints and realities, and environmental conditions.

The position
The Aga Khan Hospital, Dar es Salaam an institution of The Aga Khan Development Network, is undergoing a major expansion to position the hospital to become a leading and integrated tertiary and teaching health care system in Tanzania. In addition to doubling the capacity at The Hospital, the expansion plans also include the establishment of 35 health clinics across Tanzania. The Aga Khan Hospital is also the teaching site for The Aga Khan University, which offers postgraduate medical education programs leading to Masters of Medicine in Family Medicine, Internal Medicine and Surgery. The Hospital is also an accredited internship site.

We are currently looking for a Director of Projects and Clinical Program Development to lead this exciting project and to ensure that there is effective integration between existing and planned facilities /clinical programs including oversight of the Hospital’s Patient Safety and Quality Program.
Assume responsibility for program development and oversight together with the Project team and Leadership of The Aga Khan Hospital. S/he will direct and manage the full scope of the program plan defined in the proposal for this project including maintaining quality and timely deliverables of the project work plan throughout the project’s life cycle.
Act as a strategic implementer to ensure the smooth integration and harmonization of the Phase 2 strategic clinical programs with the existing Hospital services, structure, policies, capacities and practices.
Consolidate the clinical project scope, goals and deliverables that support the Phase 2 objectives in collaboration with the Medical and Nursing Director’s and stakeholders, including an effective action plan to implement strategies that will ensure and sustain the success of the proposed clinical programs.
Identify, report, and monitor project dependencies, risks and critical path analysis, and recommend strategies and contingency plans to the CEO and/or related internal/external stakeholders.
Lead the implementation process related to all programming decisions. Align space plans, procurement, recruitment, and protocols with identified services.
In conjunction with the Hospital’s Head of Human Resources, the Director will assess existing competency gaps and capacity building / development opportunities of existing staff and develop a phase-by-phase plan to source and recruit competent, well-qualified specialists, nursing and support services staff.
In conjunction with the Project Management and Finance teams, monitor costs related to space plans, procurement, recruitment, and protocols and associated costs to ensure containment within established budgetary parameters. The Director will be required to measure and report outcomes, and keep updated with local and regional market intelligence to support project program plan.
Conduct regular project meetings including with the CEO, Finance and other stakeholders related to the project. Effectively communicate project expectations, plans and associated communication strategy.
As the clinical program development lead that includes a key role as the Head of the Hospital’s Quality and Patient Safety program, oversees the achievement of the Joint Commission International Accreditation of The Hospital.

The requirements

A Masters degree in Health Administration
A Bachelor’s or Master’s degree in a clinical discipline (Nursing, Medicine, Pharmacy or others)
At least 10 years of post graduate experience of working in a clinical role of which at least 5 years should be in a supervisory or leadership position.
Strong business acumen and excellent project management skills and proven ability to design, develop, and implement clinical programs.
Strong knowledge of change management principles and experience in developing and implementing change programs.
Excellent high-level communication skills – both written and verbal – with ability to persuasively deliver presentations and recommendations to senior executives, Board members, and external partners and third-party services. Outstanding interpersonal skills and the ability to successfully manage conflicts.
Strong proficiency in all Microsoft Office Applications (Word, Excel, PowerPoint, Access) and Project Management software applications and databases.

Programme background
The Aga Khan Foundation (AKF) is a non-denominational, international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede development in marginalized and isolated regions. AKF is working in Tanzania in sectors that include rural development, education, health and civil society strengthening. The Coastal Rural Support Programme Tanzania, CRSP (T) is a multi-input area development initiative of AKF in Lindi and Mtwara regions. The programme’s overall goal is to improve the quality of life and social wellbeing of people in the two regions through sustainable interventions in agriculture and market development, access to finance, health, and education. CRSPT is a large programme with multiple grants being implemented in various sectors of its operations.
This position will manage an M&E agenda that will test your analytical and management skills to its limit. Reporting to the Manager, Monitoring and Evaluation, Action Research and Communication (MEARC), the M&E Coordinator will manage and coordinate the monitoring, evaluation and learning agenda for the CRSP (T) which includes economic and social sector programming. The incumbent will manage the M&E team and be responsible for designing and implementing M&E frameworks and systems in order to ensure efficient and effective tracking of progress against CRSP (T)’s activities, outputs and outcomes, facilitating sector managers in the use of M&E outputs for planning and management, ensuring production of high quality reports for donors and AKF management.
Duties and Responsibilities:
 Manage, coordinate and deliver on the M&E agenda of CRSP(T), ensuring that tools, systems, capacities and resources are in place to implement the various PMFs and report on agreed indicators
 With support from the MEARC, design M&E frameworks and systems in order to ensure efficient and effective tracking of progress against CRSP (T)’s activities, outputs and outcomes
 Lead the implementation of required assessments, qualitative and quantitative studies and surveys and output monitoring to track progress of the CRSP (T) grants. Facilitate sector managers in the use of M&E outputs for planning and management
 Ensure production of high quality reports for donors and AKF management, and documentation and dissemination of lessons learnt
 Manage and mentor the M&E team, ensuring capacity building needs are met
 In collaboration with the MEARC, manage and maintain the M&E budget and coordinate all matters pertaining to the budget.
Qualifications/Experience:
 Post-graduate degree, preferably in Economics, Statistics, Business Administration or relevant field;
 Minimum 6 years of professional experience in monitoring and evaluation of rural development programmes particularly in agriculture and market development; at least 3 of these years in an M&E-related management position.
 Knowledge of Results-Based Management (RBM), including how to develop logic models and how to develop SMART indicators;
 Demonstrated ability in design and implementation of quantitative surveys and qualitative studies
 Qualitative research experience an advantage
 Knowledge of statistical packages and of data entry systems for quantitative data (e.g. Ms Access, CSPro, or others) is desirable;
 Demonstrated capacity to write high quality results-based and donor reports;
 Excellent written and verbal English language skills; knowledge of Kiswahili is an asset;
 Strong people management and co-ordination skills;
 Capacity to pay extreme attention to detail
 Ability to live in remote locations and travel to remote field locations.
