COMMUNICATION AND COMMUNITY MOBILIZATION FIELD OFFICER (X 2 ) 

POSITION DESCRIPTION:

ICAP at Columbia University Works in partnership with the Ministries of Health and Social Welfare (MOHSW) in Tanzania to support the implementation of high-quality comprehensive family-focused HIV Prevention, Care and Treatment services with funding from the U.S. Centers for Disease Control and Prevention (CDG) through PEPFAR. A key aspect of the program is to build the capacity of the Ministry of Health Community Development, Gender, Elderly and Children, at the national and sub-national levels of indigenous CBO/NGOs to manage HIV programs, Including financial, administrative, program management and technical advisory skills. The organization has employed talented, dynamic individuals with strong clinical backgrounds and public health management expertise to achieve its programmatic objectives.

ICAP is currently implementing a large Combination Prevention project in Kagera and a Key Populations friendly clinic in Mwanza, as well as providing technical assistance to improve pediatric HIV testing and counseling. ICAP is also implementing a householdpopulation survey (THIS) countrywide to analyze HIV prevalence and incidence. Additionally, ICAP aims to expand and diversify its 300, current portfolio of activities by implementing innovative strategies, incorporating 'and piloting new technologies and promoting scientific research that will guide Tanzania health decision makers. With that portfolio, ICAP is looking for qualified candidate to cover the following posts;


Communication and Community Mobilization Field Officer (2 Posts)

Job Location: Dar es Salaam

Job description
OVERALL JOB FUNCTION;
The Communication and Community Mobilization Field officer-CCMo) under the supervision of the Communications and Community Mobilization Advisor, will take part in the 1- implementation of the THIS Communications Strategy. The overall responsibility includes leading, supervising and coordinating communication and community mobilization activities at the Regional level and Enumeration Areas (EAs). Each CCMo is responsible for overseeing community mobilization procedures and activities prior to the survey team entering an Enumeration Areas, during survey data collection, and after survey teams depart from the Enumeration Areas. CCMo Officers should work closely with Field Teams, Regional Survey Supervisors and CCMo Advisor.
The position will entail extensive travel in all regions of the country during the survey. The term of employment will run through December 2016

MAJOR ACCOUNTABILITIES:
• Take part in the adaptation of THIS messages to the local context; including polishing and translation to local language.
• Work with local stakeholders to develop, write, layout, produce and distribute a range of key communications materials, including briefs to Regional Leaders
• Comply with established branding strategy, correct logo placement, and donor and partner recognition on all communications
• Take part in development of SOPs and tools for community entry procedures, community level sensitization, survey team feedback and responses to community reactions
• Inform and coordinate community mobilization activities by working with the local survey implementing partner and other local stakeholders to ensure implementation of community entry procedures and community sensitization via local government/institutions.
• Coordinate and ensure implementation of appropriate individual communication and counseling approaches; and linkage to care of survey participants; in accordance with the nation HIV counseling and testing guidelines.
• Support the Regional Community Mobilization Coordinator (CMC) to Identify, orient and contact the community mobilizers for the EA
• Support the Regional CMC to Identify and schedule venues and activities for community mobilization
• Work with the Regional CMC to schedule community entry e meetings for the local leaders and field teams when they


Field responsibilities during survey data collection

Work closely with the Regional CMC and Community Mobilizers to conduct introductory meetings with local Leaders and the survey Team
Technically assist the regional teams to Conduct community sensitization talks at a variety of appropriate venues such as sports events, community gatherings, meetings of women's groups, meetings of religious organizations, meetings of youth groups, recreation centres, and traditional and cultural events.
Follow up and Monitor community perceptions of the survey and communicate consistently with the survey team Leader to trouble shoot and resolve issues
Field responsibilities after survey data collection
Support Teams to conduct departure meetings with survey Team Supervisor and EA stakeholders
Support Teams to conduct close-out meetings with Community Mobilizers
Check back with Regional CMC the reports from Community
Mobilizers via telephone after 10 days

1. Technical Advisor - Combination Prevention
PROGRAM (1 post)
Job Location: Bukoba, Kagera Region

Job description
The Technical advisor is a full time ICAP staff and is reporting to the ICAP Regional Program Manager, Kagera. The technical advisor supervises the Combination Prevention Linkage and Retention Coordinators and Nurse Counselors.
The incumbent will oversee the implementation of Combination Prevention specific activities, including interventions at targeted health facilities and communities, cross-sectional survey and tracing of cohort participants, The Technical advisor assists in ensuring compliance to the study standard operating procedures (SOPs); organizes and facilitates trainings of health care worker and other study staff. She/he will lead in organizing meetings with the management of participating health facilities, assist the, CP Program manager in organizing stakeholders meetings, and participate in community events organized by the CP community Mobilization Manager.

Position directly report to: Regional Program manager, Kagera
Position directly supervises: Linkage& retention coordinator

Duties and Responsibilities
• Manage the overall implementation of the CP interventions according to the work plan and to the study SOPs
• Ensure adherence to all principles of research ethics and obligations, outlined in Good Clinical Practice guidelines
• Ensure implementation of HF based quality improvement activities
• Conduct sites supervision
• Manage the timely procurement of required supplies, and manage all supply stocks for the evaluation component
• Train, support and mentor CP site staff on the quality of care and ensure application of all program norms
• Develop monthly reports
• Participate in hiring of necessary staff
• Participate in study related calls, meetings and forums
• Participate in meetings with Government of Tanzania, donors or partners as requested by supervisor
• Organize and facilitate stakeholder meetings on study progress, dissemination of findings
• Perform any other related assignment as assigned by Supervisor

Experience, Skills & Minimum Required Qualifications

A bachelor's degree in medicine with at least 3 years of experience in a clinical setting desired
Master's degree in public health or related discipline
Minimum three (3) years of experience managing the HIV domain through mentoring, planning, capacity building and research.
Knowledge and experience in the Tanzanian health system
Excellent oral written communications, interpersonal, organizational, and computer skills
Travel Requirements
Occasional field trips may be required
