CREDIT CLERK (1 POSITION)

Tanzania Postal Bank (TPB) seeks to appoint dedicated, self motivated and highly organized Credit Clerk (1 position) to join the Retail and Business Banking Directorate. The work station is Dar es Salaam .

Reporting Line:Credit/Relationship Officer /Branch Manager

Locations:Head Office

Work Schedule:As per TPB Staff regulations

POSITION OBJECTIVE

1. To assist the Branch Manager and Credit/Relationship Officers in acquiring of profitable new customers for the loans segment through the acquisition, development and maintenance of high quality advisory relationships, that includes effective consultative personal selling and creative structuring of financial solutions.

2. To assist the Branch Manager and Credit/Relationship Officer in liaising with centralized employers for matters related to personal loans.

Essential Duties and Responsibilities:-

i. To record all inward and outward mails/loan application forms from employers, and dispatch loan application forms to employers for guarantees.

ii. To scrutinise loan applications and ensure that all pre-disbursement conditions are fulfilled before sent to superiors for approvals.

iii. To maintain borrowers’ files brought to Head office for approvals

iv. To maintain system database for all approved loans at branches, advise the respective branches via reliable approved means of communication and maintain records of the respective approvals for reference and audit trail.

v. To assist the Branch Manager and Credit/Relationship officers in liaising with centralized employers for prompt follow up of due installment deductions from employers.

vi. To assist branches in follow up with employers for collection of cheques and establishment of reasons for non-repayment.

vii. To attend any other duties as may be assigned by your superiors

Education:

Holders of diploma in Economics/Commerce/Finance/ Business administration/ community Development or TIOB/CIB Associate ship Certificate or equivalent qualifications.

KEY RESPONSIBILITIES

 To increase effort in recovery/collection related activities and prepare various loan portfolio reports including weekly reports in order to strengthen collection for Individual Micro Loans and Micro Group Loans.

Essential Duties and Responsibilities:-

 Continously generate list of all Micro and Group loans borrowers to estalish those in arreas

 To call all Micro and Group loans borrowers who are due for loan repayment or about to fall due so as to remind them on the repayment dates.

 To execute loans rescheduling in the core banking system (EQUINOX) for Micro and Group Loans after securing proper approval.

 Linking Loan Accounts with Funding Accounts for accounts which Branches made error during disbursements

 Prepare list of accounts for charge off as per bank policy and Bank of Tanzania Regulations

 To prepare reports for the team including Provisional Reports, ALCO Reports etc.

 To review Micro Credits Files and Group Loans files of defaulters for Final Demand Noties.

 To identify various risk of Micro and Group Loans and notify Supervisor for further action

 To act as Custodians of records for team

 To identify un-serviced and Partial Installment from the system.

 Other assignments which may be assigned by supervisor

EXPERIENCE AND KNOWLEDGE REQUIRED

Education:Bachelor Degree / Advanced Diploma in Accountancy, Banking or any field from recognized University

Experience:General knowledge on Bank Credit Administration

ESSENTIAL DUTIES AND RESPONSIBILITIES:-

Key Responsibilities

Supervise back-office processing
Ensure reconciliation of suspense accounts
Monitor branch security, maintenance and Health & Safety issues
Maintain records of Contactors and Overall Maintenance of Bank Assets
Maintain all the required Branch registers as stipulated in the operational manuals.
Ensure availability of required stationeries and equipments
Control Branch expenses and ensure that they are within the approved budgets and proper management.
Ensure signature books (both own and correspondents) are properly kept and updated.
Plan and manage staff administration issues for support staff (i.e. local leave, training, Dept staff rotation) in consultation with the Branch manager.
Ensure that all Operational Procedures are adhered to by all branch staff.
Print and verify Journal of accounting entries on daily basis.
Follow-up and ensure that all Revenue due to the Bank is collected without a fail.
Counter sign with the Branch manager, all debits to the Profit and Loss accounts
Carry-out routine balancing, snap checks and bulk checks for branch cash in tills, and in the strong room.
Manage service delivery, to review output of tellers, customer service and enquiries to ensure adherence to Branch standards.
Ensure counter services key control standards are adhered to and custodian of Complaint handling process.
Ensure proper handling of customer’s new ATM cards as well as ATM captured cards.
Ensure timely submission of Branch reports/returns to Head-office as required.
Ensure that the Anti Money Laundering requirements are followed as follows:
a)    Take all reasonable steps to verify and identify customers, including performing Quality Assurance on accounts opened, and the general KYC issues

b)    Retain adequate records of identification, account opening and transactions and ensure timely and properly filling of customer mandates

c)    Make/assist to effective reporting of suspicious transactions

d)    Raise awareness of Money Laundering prevention by training all branch staff.

Co-Custodian of Vault Cash.
Safe custodianship and BCP (Branch Continuity Program) custodian.
Act as Operational Risk Coordinator for the branch
To identify and report all exceptions on non-compliance with standard controls
To identify and reports all weaknesses inherent in the standard controls
To assist Risk Manager in developing and updating of procedures, controls and monitoring plans for Operational Risk Management.
To report Branch’s Operational Risk issues and losses to Risk Manager
To maintain proper record keeping on all Key Control Self Assessment (KCSA) and KRI related activities.
To maintain independence in the conduct of KCSA, i.e not selecting and reviewing sample of self-performed transactions.
Ensure tidiness across the branch premises and clean-desk policy is exercised.
Perform any other duties as may be assigned by Branch manager from time to time.
Comply with the Policies and standards, Local laws and Regulations, Controls and Procedures of the Bank.
