Jordan University College (JUCO) is a private institution of higher education in Morogoro owned by the Salvatorian Order and, as a constituent college, part of St. Augustine University.
In line with Matt. 28:19, ("Go ye therefore and teach all nations") education is the Salvatorians' bedrock as reflected in their wide range of educational institutions around the world - spanning from nurseries, primary and secondary schools, all the way to Jordan University College (JUCO). Formerly a Major Seminary, JUCO has rapidly evolved into the central hub of higher education in the humanities and social studies in central Tanzania, boasting almost 3500 students and staff from all walks of life.
JUCO offers a wide choice of courses at all levels across the humanities and social sciences, both at the undergraduate and master's level. Fully certified by the Tanzanian Commission for Universities, JUCO is especially strong in Education with more than half of its students in advanced teacher training.

JUCO is currently seeking high-profile candidates for three senior positions within its Administration & Finance Department:
• Deputy Principal for Finance and Administration (DPFA);
• A Bursar, and
• A Human Resource Officer, as per the specifications listed below.

1. DEPUTY PRINCIPAL FOR FINANCE AND ADMINISTRATION (DPFA)

Key Responsibilities:
Planning and Policy Formulation:
i. Assist the Principal to develop and review on a regular basis the mission statement, objectives and strategic plans of JUCO
ii. Develop a policy framework for the creation, implementation and evaluation of strategic institutional and academic plans
iii. Formulate and review policies" relating to human resources and financial management for JUCO
iv. Develop a policy framework for the development and management of JUCO's accounting procedures, manuals and other documents related to the fiscal control and management
Management:
i. Oversee the recruitment, selection, deployment, training and development of JUCO's staff, to ensure efficient and effective management of human resources
ii. Oversee the implementation of staff rules and regulations pertaining to the terms and conditions of employment and evaluation of staff performance, as provided for under the charter and rules of JU~O and any written law
iii. Oversee student personnel administration to ensure good order/governance of the University and take corrective measures where necessary, in accordance with the students' by-laws, as provided for under JUCO's Charter and Rules and any other written law
iv. Oversee the payment of salaries, other emoluments, taxes and all other disbursements
v. Coordinate the provision of planning and finance information throughout JUCO by establishing appropriate data bank and efficient MIS communication channels and effective use of such information
vi. Oversee the services provided by outside agents to ensure that terms of contracts are fulfilled


Desired qualifications, skills and experience
i. Professor/Associate Professor or equivalent
ii. Sound knowledge and experience of university systems
iii. Proven experience in institutions of higher learning as an academic or administrative staff member
iv. Affinity with the catholic value
v. Sound knowledge of management information systems (MIS)
vi. Skills and experience in higher education planning and finance
vii. Superior skills and ability to conceptualize plans, finance and implement programmes and projects successfully
viii. Must have a thorough knowledge of financial management and develop financial policies and procedures
ix. Must have management skills, human relations and communication skills.
Salary: commensurate with experience

2. BURSAR
Key Responsibilities:
i. Reports to the Deputy Principal for Finance and Administration
ii. Management of the finance department consisting of 4 people and dealing with finance, student loans and procurement
iii. In charge of the preparation of the periodic and year end reporting and actual budgets.
iv. In charge of the preparation of the Year End financial statements according to local accounting principles.
v. Provide assistance to external auditors.' .
vi. In charge of the implementation of external audit recommendations related to the finance department
vii. Provide input into the maintenance and development of the MIS reporting system
viii. Responsible for the .chart of accounts
ix. Oversee the asset register and periodical reconciliation with the accounting system
x. Oversee bank reconciliations, payments, receipts and related ageing monitoring
xi. Oversee compliance of the College with tax legislation ,
xii. Supervise staff and other functions in the Department and take corrective action in accordance with the rules and regulations of JUCO .
xiii. Perform any other functions as may from time to time be assigned to him or her by the Deputy Principal for Finance and Administration

Qualifications, skills and experience
i. Bachelor's degree from a top academic institution with top marks or equivalent
ii. Ideally, holder of a Certified Public Accountant (CPA) professional qualification and registered with NBAA as a certified
iii. Public Accountant or Certified Public Accountant in Public Practice;
iv. Proven five years' work experience and capability in Finance, Accountancy, and Management in similar position' in comparable institution/organization
v. Excellent Microsoft Office skills (Excel, Word, PowerPoint)
vi. Accuracy and ability to work independently, proactively and in a well-organized manner
vii. Very competent with technology platforms and quick to pick up new systems
viii. Managerial skills
ix. Sympathetic to the values of the Salvatorians and to the social teachings of the Catholic Church

? Keep up to date statistical records of all JUCO employees as a tool for human resources planning

Desired qualifications, Skills and Experience:
i. Bachelor's degree from a top academic institution with top marks or equivalent
ii. Ideally, MA in Human Resources Management, Public Administration or equivalent qualification from a recognized institution.
iii. Proven administrative experience in related field in a large institution
iv. Excellent communication and interpersonal skills
v. Strategic perspective combined with ability to solve problems
vi. Able to design and execute structured plan with respect to deadlines and care for details still maintaining agility and adaptability
vii. Computer Skills at a proficiency level
viii. At least three (3) years of working experience in a similar position.
