Position Description:



Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in the country program; or are visiting project areas where contacts with children are mandatory.


The HIV/AIDS & TB Specialist (Program Implementation) is a senior management position based in Tanzania, working closely with the Chief of Party in the areas of technical support, assistance and oversight of the HIV/AIDS and TB grant from the Global Fund. This grant, which aims at scaling up HIV and TB interventions in Tanzanian Mainland, has an overall budget of roughly $13million over two years. S/he serves as the technical lead for the program.

Interpersonal contact regular and varied in both oral and written. Negotiation and representation with senior level representatives including government level decision makers, donors, wider SC community
Managing technical relationships with external partners including the government. Travel:
Regular travel (60%) of the time to project sites across Tanzania mainland.
Key accountabilities

Save the Children is a Principal Recipient (PR) for the Global Fund program in Tanzania. The HIV/AIDS & TB Specialist is responsible for planning, management, and execution of the HIV/AIDS and TB activities implemented under the GF grant by the Principal e Recipient (PR) and Sub Recipients (SRs) / partners. The HIV/AIDS & TB Specialist will ensure timely, high quality and effective delivery of HIV & TB services in compliance with the GF guidelines, approved performance framework and budgets. S/he will also be responsible for program progress updates to GF and other key stakeholders, as well as technical support and feedback to the implementing partners. S/he will ensure preparation of timely and high quality progress reports, program reports, and donor reports. S/he  will collaborate with other senior members of the GF project staff within the Program Management Unit (PMU), and across the SC Tanzania country office  to develop a strong, cohesive team.

Program Planning, Management & Implementation

Overall responsibility for planning and management of GF program implementation in order to achieve agreed targets in accordance with the approved work plan and approved performance framework
In close coordination with Chief of Party, prepare SRs Management Plan and ensure that all programs progress in accordance with grant agreements, are completed on time, and all deliverables are of high quality.
Provide leadership and technical support to the HIV/AIDS and TB teams in their work with the SRs on regular basis.
Foster an environment of shared learning and collaboration among all team members, including SRs and across sectors
Take the lead in maintaining coordination among all relevant actors involved in GF in Tanzania, including coordination and effective collaboration among SRs
Lead on internal and external program/project evaluations conducted by LFA, GF, TNCM and Save the Children.
Support /conduct onsite field verifications as and when necessary by LFA, GF and TNCM and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Chief of Party.
Technical Quality Assurance

Provide technical support across the HIV/AIDS and TB programs to ensure that activities are implemented based on evidence and respecting national and international standards
Provide guidance and oversight of technical components of the project to ensure implementation that complies with PR and SR work plans, performance framework, implementation arrangement mapping and the budgets
Participate in and provide technical input at HIV and TB Technical Working Group meetings, and other national and SC approved international for a
Provide guidance in designing and conducting technical updates to enhance capacity of program staff and implementing SRs for effective implementation of activities.
Proactively identify and share among SRs best practices to promote “SR to SR learning”
Regularly engage with appropriate national and international technical assistance providers, particularly SC Regional and HQ staff for quality service delivery as required.

Collaboration and Partnership

Establish and maintain a strong and positive working relationship with the Global Fund, SRs, co-PR, relevant UN agencies (WHO, UNAIDS, UNOPS, UNFPA, UNICEF, etc.) and bilateral agencies (i.e. USAID, PEPFAR, GIZ, DfID, Ausaid, etc.) as well as Tanzania Government officials
Interface regularly and appropriately with national level technical mechanisms, particularly the Tanzania Health Sector Coordinating Committee and the TSGs for HIV/AIDS, and TB
Develop communication mechanisms and schedules to ensure efficient and effective management of information and ensure open communication and coordination among partners and colleagues
Represent the HIV/AIDS and TB components  in all appropriate forums, meetings, workshops, etc. in consultation with the Chief of Party
Measure achievement and progress toward program goals and results through the M&E system while closely working with Manager M & E PMU.
Establish effective working relations with other units within the PR team (i.e. Procurement and Supply Management and Finance) with Save the Children’s Tanzania Country Office (i.e. Health, M&E, Communications, etc..) and with Save the Children US Global Fund technical team, including other Save the Children PRs in other countries)

Any other tasks as requested by the Chief of Party
Person specifications

Skills and Experience:

Minimum of 10 years of appropriate technical  experience in a TB/HIV Programs in an international context, with at least 5 years’ experience at the senior management level
Previous Experience working  as a senior manager in a Global Fund Program is a distinct advantage
Demonstrated experience working on complex, multi-partner projects in an international setting
Demonstrated experience in providing technical support to health sector programs in international settings
Understanding of the National TB and HIV Control Programs is an added advantage
Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals
Ability to make decisions, work under pressure on a number of competing tasks and meet deadlines
Ability to work successfully in a complex political environment and on sensitive issues
Computer skills, specifically with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)


A Medical Degree or equivalent health care qualifications plus a Master’s degree in public health or related field
Communication and Technical Skills

Excellent English communication skills, both written and verbal with experience in cross-cultural settings
Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
Experience interfacing with senior government health staff in an international setting, as well as UN agencies and international/local organizations
Willingness to extensive travel to implementation sites for technical monitoring and supervision visits

Excellent people management skills/experience and proven ability to create an environment which encourages team-working
At least five years of technical management of health or HIV programs experience at Senior Management Levels


Ability to travel locally.
Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children
Commitment to and understanding of Save the Children’s aims, values and principles.
Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
