Job Title: Emergency Response Manager

Save the Children International in Tanzania is a full -spectrum country programme and as such equal priority will be given to both humanitarian and development work. This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to  work with children through humanitarian interventions, Save the Children will support programmes in both sudden onset, such as the current Burundi response situation as well ,as in chronic emergency situations.

The purpose of the consultancy is to support the Tanzania Country Office response by ensuring that high quality, experienced personnel are deployed at speed and scale when and where emergency strikes. The consultant, who will be referred as the Emergency Response Manager is deployed to the Burundi refugee response in Kigoma region emergency, in an area of the country where there has been a long-standing refugees presence due to earlier regional insecurity (Lakes Region of East Africa) and where Save the Children in Tanzania , following the signing of a tripartite MOU with the Ministry of Home Affair and UNHCR on 30th June 2015, aims to provide immediate emergency expertise in Child Protection and Education following an emergency needs assessment/situation analysis carried out in late May 2015. .

Objectives and scope

The consultant will be deployed to manage SC’s (Kigoma area) emergency response in the NW of Tanzania, and to provide operational support and direction to the country programme in collaboration with the Operations Director and Country Director. S/he is responsible for identifying needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children national and global priorities. The consultant will develop and manage programme(s) and negotiate and network at a regional, and potentially at national level as determined by the Country Office SMT based in Dar es Salaam. She will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal  opportunities and other relevant policies are in place. She will play a strategic role in the programme design and management and of Save the Children’s emergency programmes to increase impact, contribute to local emergency response capacity building and enable positive change for children .

The terms of the agreement
This agreement will last until 31st December 2016 subject to funding


• Emergency Field Office ( Kasulu, Kigoma region, potentially Kibondo/Kacondo regions) with regular visits to Dar es Salaam

Consultant supervisor

• She/he will report to the Director of Programme Implementation
• Direct Reports include the Emergency Field Manager based in Kasulu.

Consultant Main Responsibilities:

Programme Support

• Assume overall oversight of the Kigoma regional emergency response in collaboration with the Director of Programme Implementation.
• Develop response strategy in-line with country office priorities, needs, gaps and in coordination with SMT
• Lead the field team improve preparedness for potential large-scale rapid influx of refugee
• Help strengthen current field operations to be able to run more autonomously
• Support set-up of activities in new locations if new needs arise and gaps are not filled by other agencies
• Spend percentage of time in Dar es Salaam:
• to bridge communication gaps with development partners and help accelerate support provided to Field Office
• Attend emergency meetings at Dar-level
• Brief SMT on field progress and challenges
• Work to ensure SC Members are kept up to date on response developments.
• Advocate with members and donors to ensure the response strategy is fully funded (including funding requirements to strengthen Dar-support services/operational platform
• Maintain and build positive relations with in-country donors/ potential donors, support proposal development, and collection/production of communications materials to help raise the profile of the response.
• Support the Kasulu Field Manager with the set-up of multi-sectoral consortia should that happen
• Closely monitor situation in Burundi
• Support the field manager to manage multiple grants (across thematic sectors), ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
• Lead on development and , and monitoring of action plans to ensure an effective emergency response and in flagging needed steps towards a smooth transition to an eventual recovery/phase out status.
• Have oversight over the development of 6-12 month budgets potentially for multiple sites, several sectors and take overall leadership on the implementation of programme responses, keeping relevant stakeholders informed and ensuring any corrective actions are taken.
• In coordination with Interim Director Operations and CD, support the Kasulu Field Manager ensure the preparation of timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
• Establish project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning.
• Ensure optimal safety and security management procedures and practices are in place
• for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Security Focal Point and Interim Operations Director.
• Oversee effective functioning of logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level
• Ensure strong accountability to beneficiaries
• Plan, identify and resource appropriate and effective structure & staffing needs for initial response (including ensuring, with support from the Dar based HR manager, that personnel policies are in accordance with national laws)
• Oversee the development & implementation of staff well being (policy) and ensure appropriate staff well-being policy and processes in place

Capacity Building:

• Consider the need for capacity building plans and performance management systems to develop the requisite competencies in staff to ensure ongoing sustainability and quality of response
• Coach and mentor staff and partners/ counterparts and link, as needed, to wider organisational talent development mechanisms.

Representation & Advocacy & Organisational Learning:
• Represent Save the Children’s emergency response on national, regional and local level to donors, local administration, the media and members of the humanitarian community.
• Help shape response strategies through influence of /within inter-agency coordination forums, ensuring the specific needs of children are being addressed
• Regularly undertake high level representation and advocacy with Local Government partners and officials as well as donor representatives. Establish systems for communication with local Government partners, relevant line departments and community representations in the project area(s).
• Oversee the implementation of Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies

Qualification and Experience

• Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state
• Previous experience of managing programme teams in large-scale first phase emergency response is essential Education: MA / MSc level (or equivalent field experience)
• Senior management experience of multi-national, multi-sector team at a SMT level.
• Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP 5m+ in a first phase response at regional or country level
• Experience of national level representation with key stakeholders, and co-ordination with other NGOs/UN
• Experience of media representation and advocacy
• Experience of M&E and beneficiary accountability systems in large complex programmes
• Experience of developing and negotiating successful partnerships with institutional donors
• Proven ability to influence change at an operational level
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• A high level of written and spoken English
• The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
• Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Working conditions

The consultant will split her time between Kasulu , Kigoma region, and Dar es Salaam on an estimated 50% basis initially . This may be revised in line with programme needs and the evolution of the response. The consultant will be available to work unusual hours and may work in a stressful environment.
