5 Employment Opportunities at Graca Machel Trust

A multi sectoral comprising the ministry of regional administration and Local Government in the Prime Minister's Office - Mara Region, the Equip- Tanzania programme, the Graca Machel Trust and a number of non-governmental organisations in the Mara Region will " be implementing a two-year project entitled "Identifying, Enrolling and Retaining 20,000 Out of School Children in the Mara Region of Tanzania". As the Lead Implementing Partner in the project, the Roman Catholic Diocese of Musoma will be recruiting for the following positions which will be based at the Roman Catholic Diocese of Musoma Headquarters in Musoma, Mara Region, in Tanzania.

1. Project Manager

The Project Manager is primarily an employee of the Roman Catholic Diocese of Musoma with dual reporting to the Graca Machel Trust in Johannesburg, and will manage staff, volunteers, the project budget, project stakeholder relations, donor and stakeholder reporting and the implementation of all aspects of the project in order to ensure that targeted out of school children are identified, enrolled, retained and perform optimally in their school work.

Responsibilities and Key Performance Areas

• Manage the overall implementation plan of the project to ensure that activities are delivered on time and on budget
• Ensure project monitoring, evaluation and reporting to all relevant stakeholders on time
• Manage all project staff performance as per their job descriptions and key performance areas
• Manage the project budget to ensure timely implementation and financial reporting
• Manage the communication plan of the project
• Ensure the effective and efficient management of all relevant project stakeholder relationships
• Manage the project results framework and ensure it is updated timeously
• Manage all outsourced activities of the project
• Train and mentor staff and relevant project stakeholders to ensure the effective implementation of the project OB time and on budget
• Manage all project assets and equipment


Requirements

• Proven experience and success in the implementation of large donor- funded projects
• Experience in the education sector, including teaching experience
• A degree in a relevant field of study
• A sound knowledge and understanding of monitoring and evaluation in donor funded projects Previous experience in managing a project team
• strong organizational skills
• Excellent oral and written communication skills in English and Swahili
• Excellent MS Office skills
• A valid driver's license an added advantage

2. Monitoring and Evaluation Manager

The incumbent is primarily an employee of the Roman Catholic Diocese of Musoma with dual reporting to the Graca Machel Trust in Johannesburg and will be responsible for the management of all Monitoring, Evaluation, Research and Reporting activities, including the training and mentorship of all the staff and partners who are part of the Monitoring and Evaluation system. He/she will work closely with contracted technical support partners in ensuring high quality data collection, capture, verification, analysis and reporting.

Responsibilities and Key Performance Areas

• Develop and implement a monitoring and evaluation system to ensure project accountability and indicator tracking on all key project indicators in the results framework
• Manage and keep an up to date confidential project database of individual child beneficiaries in the project
• Manage data collection, capture, analysis and reporting for the project, including the development of data collection tools - validated/data verifications
• Manage the documentation and dissemination of relevant project activities, including case studies and lessons learnt in the project
• Ensure the effective and efficient management of all relevant project stakeholder relationships
• Manage the monitoring and evaluation budget effectively and efficiently
• Manage research projects and research related partnerships
• Train and mentor staff and relevant project stakeholders on monitoring, evaluation and research related activities of the project


Requirements
• Proven experience in monitoring, evaluation and research related to donor-funded projects
• A relevant degree and qualifications in monitoring, evaluation and research
• A sound Knowledge and understanding of monitoring, evaluation and research in donor funded projects
• Strong organizational skills
• Excellent oral and written communication skills in English and Swahili
• Excellent MS Office skills, including the use of spreadsheets and databases
• A valid driver's license and experience in the education sector an added advantages

3. Finance and Administration Manager

The Finance and Administration Manager is primarily an employee of the Roman Catholic Diocese of Musoma with dual reporting to the Graca Machel Trust in Johannesburg and will ensure the effective and efficient use of and reporting on the project's finances as per the project's and organization's operational manuals, policies and procedures. She/he will also ensure the effective and efficient functioning of the project office and team, including managing the project's human resources portfolio in liaison with the organization's Human Resources Manager
.
Responsibilities and Key Performance Areas

• Maintain the project's financial accounts according to the organizations, donors' and project's operational manuals, policies, procedures and relevant Tanzania Laws
• Ensure financial obligations are met timeously, effectively and efficiently
• Ensure timely financial reports are produced and submitted as per donor and organizational requirements
• Ensure monthly budget versus expenditure reports on all budget lines are produced and reviewed by the Project Manager
• Ensure timely and efficient human resources administration and management Manage the project's assets and equipment, including proper assets registers
• Manage the project's procurement process as per relevant policies and procedures
• Manage an effective and efficient electronic and physical filing system
• Train and mentor staff and relevant project stakeholders on finance procedures, processes and policies in order to ensure sound financial accountability to all stakeholders, including donors

Requirements
• Proven experience and success in Finance and Administration Management in donor-funded organizations
• Relevant qualifications in finance, administration and human resources management .
• A sound knowledge and understanding of donor funded projects
• Strong organizational skills
• Excellent oral and written communication skills in English and Swahili
• Excellent MS Office skills, particularly the development and use of spreadsheets
• A valid driver's license an added advantage

4. Project Assistant

The Project Assistant is an employee of the Roman Catholic. Diocese of Musoma and will provide administrative assistance to the Project Manager, Finance Manager and Monitoring and Evaluation Manager in their roles and responsibilities in order to ensure effective and efficient project implementation.

Responsibilities and Key Performance Areas
• Provide project implementation assistance to the Project Manager
• Maintain up to date project databases by collecting and capturing finance and project data tools and forms timeously
• Maintain an effective electronic and physical filing system for the project documents
• Provide finance and procurement administrative support to all staff
• Manage project events and related logistic
• Maintain an up to date project calendar of events and keep all relevant stakeholders informed of project events and logistics
• Provide any other administrative support required by all project staff in order to ensure effective project implementation and delivery
• Ensure a clean office and conducive working environment
• Any other duly delegated task

Requirements
• A relevant qualification in book keeping, secretarial work and general administration
• Proven experience in administrative support in donor-funded organizations
• Strong MS-Office computer skills including data capture
• Previous experience in running an office
• Strong organizational and events management skills
• Excellent oral and written communication skills in English and Swahili

5. Driver

The Driver is an employee of the Roman Catholic Diocese of Musoma and will ensure the effective, efficient and safe transportation of project staff, goods and services. She/he will ensure the cleanliness and maintenance of the project's vehicles.
Responsibilities and Key Performance Areas .
• Ensure the safe transportation and delivery of staff, goods and services for project effectiveness and efficiency
• Ensure vehicle mechanical maintenance, cleanliness and safety
• Ensure that the vehicles are properly registered as per legal requirements
• Maintain an up to date vehicle log book
• Implement any other tasks as requested by project staff in order to ensure the efficient and effective implementation of the project
• Any other duly delegated tasks

Requirements
• Proven relevant experience as a 4X4 driver
• Friendly, polite and courteous
• Good spoken English and Swahili
• A valid clean driver's license and an acceptable driving record
