Summary of role

intrahealth seeks a monitoring and evaluation senior manager for an upcoming usaid comprehensive health service delivery (chsd) tender in tanzania. the purpose of the chsd project is to improve the health of tanzanian families through delivery of high quality integrated family health services (e.g., maternal, newborn and child health, malaria and also family planning), strengthening of the public and private sector to deliver these services, and by creating demand for high quality services. the monitoring and evaluation senior manager is a key member of intrahealth’s project leadership team, reporting to the chief of party.



The monitoring and evaluation senior manager will be responsible for developing, implementing and maintaining a monitoring and evaluation (m&e) system that excels in capturing and reporting project progress in achieving outcomes and results and in program implementation. The m&e system will provide usaid with timely and accurate information. s/he will support the Tanzania ministry of health to build long-term capacity in m&e to support improved health access and outcomes. s/he will collaborate closely with us-based technical staff from the intrahealth chapel hill office.



Essential functions

provide strategic and technical leadership to the project in monitoring and evaluation, results reporting, data utilization for program decision-making and knowledge management
Facilitate development and implementation of the project’s m&e performance monitoring plan, budget, and country monitoring plans to effectively track project activities, outcomes, and results
Develop project quantitative and qualitative indicators as well as processes and tools to measure them
Develop and maintain project databases to capture relevant data on key indicators
Conduct periodic routine data quality assessments and implement corrective actions to address gaps identified
Participate in writing regular, timely progress reports of project activities and results for USAID and other stakeholders
Respond to all usaid requests for data and reporting
Engage with other program and technical staff in developing and implementing annual project work plans
Conduct rigorous assessments for demonstration/pilot projects and other operations research areas
Ensure compliance with human protection procedures
Identify short-term m&e technical assistance needs, develop scopes of work for these assignments, and arrange for contracting of consultants, as needed
Contribute to the dissemination and utilization of project results to inform project operations and share lessons learned with a global audience
Remain abreast of developments in the m&e field, particularly with respect to assessing progress in mnch, fp, and malaria as well as community-based health services
Directly supervise and mentor a team of m&e professionals and assist in the mentoring of other technical staff in m&e orwork with ministry of health counterparts to continually build capacity in the areas of monitoring, evaluation, research design and implementation, and data usage


Education/experience requirements

A master’s degree in public health, epidemiology, social science, bio-statistics or a related field
Minimum of 8 years of experience in monitoring and evaluating public health programs
Familiarity with usg reporting regulations and have significant experience with service delivery indicators in mnch, fp, and malaria
Demonstrated skills in quantitative data analysis, data management (maintaining a data base, quality control measures) and in the presentation of results for the identification of best practices and to inform decision-making
Proficiency in using databases and statistical software is required (eg spss or epi-info) as well as strong skills in excel, word, power point and mobile technologies to report data
Excellent written and oral communication skills in english and swahili, and must be able to communicate and coordinate effectively with other donors and project partners
Supervisory experience and ability to negotiate with partners and usaid
Local candidates strongly preferred

Position Description:

IntraHealth seeks a Finance and Administration Senior Manager for an upcoming USAID Comprehensive Health Service Delivery (CHSD) tender in Tanzania. The purpose of the CHSD project is to improve the health of Tanzanian families through delivery of high quality integrated family health services (e.g., maternal, newborn and child health, malaria and also family planning), strengthening of the public and private sector to deliver these services, and by creating demand for high quality services. The Finance and Administration Senior Manager is a key member of IntraHealth’s project leadership team, reporting to the Chief of Party. S/he is responsible for providing fiscal leadership in the implementation of the five-year CHSD project, ensuring the project can effectively use USG resources to meet project goals.

The Finance and Administration Senior Manager is responsible for the financial systems of the project, including project budgeting, financial monitoring, meeting legal, auditing and contractual responsibilities and coordinating with state financial officers. S/he will be the principal financial representative of the project as well as coordinate the financial and administrative and HR functions and support to project zones. The Finance and Administration Senior Manager is expected to develop the project financial plan, to include monitoring and reporting systems that meet USG requirements, and manage contracting activities. S/he will collaborate closely with IntraHealth Tanzania country office staff and US-based technical staff from the IntraHealth Chapel Hill office.

ESSENTIAL FUNCTIONS

Establish accounting and financial systems for the project in compliance with USAID regulations and IntraHealth policies and procedures
Document, maintain and ensure compliance with updated finance and administration policies for entire project, including all district offices
Develop project procurement plan and ensure proper procurement policies and guidelines are followed when purchasing project supplies and equipment
Manage all banking transactions
Maintain payroll system including tracking benefits and allowances and tax payments
Ensure compliance with all applicable taxes and tax reporting
Oversee preparation of all vouchers and checks for approved core office expenditures
Prepare and submit monthly financial reports to headquarters in North Carolina
Responsible for cash flow management—includes preparing and submitting funds requests to headquarters
Manage cash flow of project and provide oversight of petty cash system
Maintain general ledger and balance sheets
Prepare budget variance reports on monthly basis
Maintain asset inventory and reports for project (core and state offices)
Manage organizational risk and liability, particularly related to ensuring compliance with all relevant USAID regulations and local laws
Provide financial review of proposed procurements and participate in procurement committees as appropriate, including sub-granting reviews
Support technical team in budget preparation and financial analyses
Conduct analyses of financial data to inform project management
Provide strategic guidance and assistance in problem solving to project leadership


EDUCATION/EXPERIENCE REQUIREMENTS

Masters Degree or higher in Business Administration, Finance or other relevant field
Professional qualification in CPA or ACCA required
Minimum 8 years experience in administrative and financial management of large international projects including experience in the fiscal management of USAID projects with a strong preference for USAID contracts and cooperative agreements
Familiar with compliance regulations and the Federal Acquisition Regulations as well as have experience and skills in developing and managing large budgets
Extensive knowledge of US and Tanzanian government laws and regulations
Demonstrated ability to set up and maintain accounting and financial management systems and ability to build and review budgets
Demonstrated organizational, analytical, oral and written communications skills in English and Swahili and ability to negotiate with partners and USAID
Demonstrated ability to work effectively in team-based environment, supervise a professional team and ability to interact with a variety of technical, clinical and other specialists
In-depth knowledge in Microsoft Word and Microsoft Excel and accounting software
Proficiency using online financial systems and databases with some international auditing firm experience
Prefer candidates with ability to train others in finance functions
Excellent personal integrity and confidentiality
Local candidates strongly preferred
