Background:
The International Rescue Committee (IRC) coordinates the provision of services across a broad spectrum of sectors in Kigoma Region, Tanzania.  This position is responsible for supporting the Youth & Development activities in Nyarugusu refugee camp in Kasulu District. This position reports to the Youth & Development Supervisor (YD-S) and assists with the supervision of refugee incentive staff.

Position:                       Youth and Development Officer (01 post)
Reporting to:              Youth and Development Supervisor
Location:                      Nyarugusu, Kasulu

Program Responsibilities: 
a) Support the YD-S in the management and implementation of youth and development activities in Nyarugusu refugee camp
b) Supervise all youth overalls  livelihood activities in the camp,
c) Support the YD-S to identify social needs and problems of vulnerable youth and identify appropriate responses.
d) Organize cultural, sports and recreational activities for youth in camps, in collaboration with incentive staff and community groups.
e) Support youth activities with particular focus on ASRH and HIV/AIDs issues, liaising with Health IP in the camp and IRC’s GBV sector as appropriate.
f) Support the process of referrals through identifying and reporting referral needs to the Supervisor or as directed by Supervisor
g) Support the incentive staff and community groups to run safe spaces for youth within the camps, where they can express themselves freely and take on leadership roles.
h) Plan and conduct meetings, trainings and awareness campaigns in relation to youth development activities.
i) Ensure youth participation at all stages of programming.
j) Monitor activities conducted by the refugee social workers in the camp.
k) Provide guidance and support to refugee social workers on community mobilization, counseling, recreational activities and other youth and development activities.
l) Coordinate with other IRC sectors and NGOs present in the camp in community mobilization, referral systems, and create awareness in an integrated manner.
m) Track indicators and prepare and submit activity reports to the YD-S. 
n) Prepare work plans, proposals and monthly/donor reports in collaboration with the YD-S and/or other programs staff as requested.

Requirements:
a) Diploma in social work or relevant social science with at least 1 years relevant work experience; OR at least 3 years relevant work experience.
b) Experience working with children and youth, and especially vulnerable youth desirable.
c) Basic IT skills: knowledge of MS Word; Excel and Outlook required
d) Swahili and Basic English skills required.  French a plus.

Position:                      Administration Coordinator (01 post)

PURPOSE OF THE JOB: Under the direct supervision of the Deputy Director Operations, the Administration Coordinator coordinates and oversees all international travel and visa arrangements. S/he is responsible for the oversight of all lease agreements, services and maintenance relating to all IRC rented properties, and managing the household inventory lists. The position will also be providing technical support to the Administration teams in the field.

SPECIFIC RESPONSIBILITIES:

Responsible for the administrative services for the entire IRC operations (Dar es Salaam, Tanga, Kigoma, Kasulu and Kibondo offices
Responsible for the analyses and organizational office operations and procedures
Ensure to update the lease agreements tracking sheet on a monthly basis;
Coordinate closely with the logistics department to ensure that accommodation facility is ready to receive visitors at guesthouse and also work with private guesthouses and hotels for accommodation arrangements for staff and visitors.
In coordination with the Field Coordinators/Head Of Offices and Supply Chain coordinator, arrange for office space, sitting arrangement, furniture and equipment for all staff
Oversee the upkeep of a database/contact list for the country offices (office and business addresses and telephones, staff telephones and e-mail addresses), maintain and upkeep an IRC-Tanzania general staff directory and provide staff with updated information.

International Travel and Visa/Permits 
Arrange international travel for all IRC members of country office staff and regional staff, dependants and visitors and ensure that all IRC administrative and logistical requirements are met while processing flight bookings and ticketing.
Process payments for travel related expenses to the travel agencies in coordination with finance department. Upon receipt of invoices from the travel agencies cross-check whether invoice is correctly reflecting tickets purchased. Initiate payment voucher and submit to finance department. Follow up with finance department to ensure payment is done on time.
Provide information about arrivals and departures of staff, visitors, or any individual that is visiting the organization at any given time and arrange their accommodation at the IRC guesthouse or hotel as appropriate.
Check whether visa is needed to the country of travel request and inform the individual about its procurement and cost and also seek quotations for flights.
Keep record of all copies of boarding passes, tickets, visas, and invoices.  Make sure copies of all travel support documentation are available for appropriate filing to related personnel files.
Regularly do follow-ups with contracted travel agencies and logistics on JNIA, pick-up and drop off.  Always cross-check with travel agencies in case of travel time changes and communicates accordingly.

Ensure that all international staff have valid visas and permits to re-enter and stay in Tanzania according to the requirements of the Government of Tanzania (GoT) Immigration and Labour departments and keep track of validation period of passports, visas, work and resident permits for each staff and initiate extension/renewal processes in a timely manner with the appropriate authorities. 
Keep track of multiple re-entry visas for all regional staff in respect of the regional countries frequently visited and initiate extension process on time.

This position reports to the CBR/PSN Manager and works closely with the CBR/PSN Supervisor,  CBR Officers , PSN  Officer , PSSO. This position monitors administratively the work of the   CBR/PSN rehabilitation assistants and community outreach workers in the new population Nyarugusu camp. Ensures quality implementation of the rehabilitation services through outreach programs and assessment of clients with functional disorders and reports the needs to the CBR/PSN Manager   or Supervisor for implementation

Position:                       Community Based Rehabilitation Officer (02 post)
Reporting to:              Community Based Rehabilitation Manager
Location:                      Nyarugusu, Kasulu

Program Responsibilities: 

Ensure quality implementation of CBR activities in Nyarugusu refugee camp, adherence to donor agreement and regulations, as well as IRC Tanzania’s country program strategic plans in coordination with the CBR/PSN Manager and CBR supervisor.
Ensures proper identification of functional needs of PWDs in coordination with the CBR/PSN Manager   and support rehabilitation services carried out in the CBR outreach centers, home based rehabilitation and at the CBR outreach center in collaboration with the CBR Supervisor.
Ensures CBR outreach centers and services are strengthened and provides the basic outreach support to PWDs as required according to the guidelines.
Ensuring identified needs of PWDs at the field level are met with quality care and support and meets standards practices in line with the medical rehabilitation protocols , international classification tools of disabilities and functional disorders.
Conduct weekly /daily outreach visit, home visits and   support to persons with disabilities and persons with specific needs to facilitate the reach for their needs at filed level.
Take the roles of monitoring   the work of other CBR/PSN incentive community outreach workers administratively in coordination with the CBR/PSN Supervisor /Manager and track the implementation of   weekly plans to meet the needs of PWDs/PSNs as planned for community outreach workers . 
Mobilize PWDs and PSN, and assist with them to form their self help groups in collaboration with community based structures.
Organize ways to create outreach work, awareness on the needs of rehabilitation support and protection of persons with disabilities and other forms of vulnerability in the community and advocate for the accessible environment for PWDs.
Participate in capacitating CBR/PSN staff   incentive staff including (community outreach workers and incentive rehabilitation assistants) on the management of different types of disabilities for functional restoration for persons with disabilities and observable impairment in coordination with the CBR/PSN manager and CBR Supervisor.
Ensure efficient case management- and referral system is in place for PWDs, including tracking of referrals to ensure that services are provided and needs are met accordingly in collaboration with other professionals in the field of disability.
Maintain communication with the management on the areas of sector achievements and   relevant concerns on how to improve where necessary.
Prepare  activities plans  , weekly , monthly and donor reports  and timely submit to the Supervisor  for review  as required  by the sector head in line with the sector objectives and collaborate with the CBR data officer  and CBR supervisor  during data  tracking.

Requirements: 
Diploma Physiotherapy with at least 1 year relevant experience. 
Experience working in the area of disabilities and care of PWDs and other vulnerable persons required. 
Experience working in CBR outreach services in the refugee camp desirable. 
Must be a Tanzanian.
Ability to work independently with a high degree of initiative required. 
Good IT skills: knowledge of MS Word; Excel and Outlook required and ability to track and manage data required.
Swahili and good English written and oral skills required. French a plus.
