I. Position Information
1) Title: Livelihood Consultant, Livelihood project in Kigoma region (1 post)
2) Department: GNTZ Head Office in Dar es Salaam
3) Position Status: Contract/ Not Rotational

II. Organizational and Project Context
Project title: Enhancing livelihoods and self-reliance of Congolese and Burundian refugees with mixed solution
Population Planning Group(s): Congolese and Burundian Refugees in Camps and Asylum-Seekers in Tanzania
Project Implementation Period: 1st January, 2016 – 31st December, 2016

III. Duties and Responsibilities
• Review of secondary information (relevant existing reports/studies and previous refugee microcredit assessment)
• Institutional mapping of relevant organizations and institutions, highlighting what organizations are doing and for whom, including both existing and planned programmes that could be directly or indirectly supporting refugee microcredit programmes
• Key informant interviews, if necessary, with relevant stakeholders from local/national institutions related to training, employment, finance, enterprise etc; community leaders; knowledgeable persons in the communities; representatives of trade groups, cooperatives, and special interest groups; GNTZ staff members; staff from partner organizations
• Analysing the opportunities and threats related policies, institutions, and processes (external factors); this includes opportunities/threats in the formal and informal microcredit programmes in refugee camp
• Identifying means of enhancing strengths and opportunities, and of addressing or preventing weaknesses and threats. Formulate actionable recommendations.
• A comprehensive report with a summary of key findings and recommendations

• Good knowledge of microcredit management
• Ability to quickly grasp and synthesize inputs from a range of disciplines related to sustainable financial mechanism
• Ability to advocate and provide technical advice on the relevant sector/theme
• Promotes a knowledge sharing and learning culture in the field
• Sensitivity and responsiveness to all partners in respectful and helpful relations
• Consistently approaches work with constructive attitude
• Openness to change and ability to manage

V. Qualifications
• An advanced university degree in development, economy or business related fields
• Minimum 5 years of work experience with international/local NGOs in program/project implementation and management in the area of community development, refugee services, and livelihood projects/program;
• Especially working experience in the refugee camp with UN agencies, especially UNHCR, which is able to be proved by official recommendation letter, would be considered favourably in the selection procedure;
• Senior relevant experience in the area of livelihood projects such as microcredit would be an asset.
• Excellent command of written and spoken English
• Ability in spoken French would be an asset.
