BASIC FUNCTION OF POSITION
Serves as a Chauffeur in the US Embassy motor pool with responsibility for seeing to the safety and comfort of
passengers in transit, proper loading and unloading of vehicles, and security of cargo when assigned to drive
truck. As required, act as a messenger in delivering invitations and other various documents.

PROJECT MANAGEMENT SPECIALIST (FACILITY BASED CARE)

The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Project Management Specialist - Facility Based Care at the United States Agency for International Development (USAID).

BASIC FUNCTION OF POSITION
The Project Management Specialist - Facility-Based Care is responsible for providing technical leadership and program management for the USAID child health program, which focuses on prevention through the Immunization Vaccines Development (IVD) Unit, service delivery for Maternal Neonatal and Child Health (MNCH) and Prevention of Mother to Child Transmission (PMTCT) of HIV through the Reproductive and Child Health Section (RCHS) of the Ministry of Health and Social Welfare (MOHSW), and malaria prevention, led by the President's Malaria Initiative (PMI) team through the Ministries of Health of both Tanzania mainland and Zanzibar. S/he monitors and guides implementation of neonatal and child health programs to achieve the goals of the USAID/Tanzania Country Development Cooperation Strategy (CDCS). The
Project Management Specialist - Facility-Based Care manages multi-million dollar contracts and grants intended to achieve USAID's Ending Preventable Child and Maternal Deaths (EPCMD) and AIDS free Generation (AfG) objectives, and will work in close coordination with all three USAID Health Office teams, the Nutrition and Water, Sanitation, and Hygiene (WASH) teams of the Economic Growth Office, as well as other offices to support the CDCS. S/he liaises closely with the Child and Youth Specialist, who is focused on vulnerable children, adolescents and youth, the Pediatric HIV Specialist, to ensure a continuum of support for children. S/he will also work closely with the USAID Nutrition team, as well as the interagency PMI and PEPFAR teams, to coordinate approaches and programming. The incumbent is supervised by and directly assists the Senior Maternal Child Health Clinical Advisor in all aspects of service delivery that affect child health.

BASIC FUNCTION OF POSITION

Receives, prepares and processes procurement requisitions from customers for prompt action from supplies.

Serve as petty cash purchaser and procurement agent assistant for local purchases.

Demonstrates excellent customer service to US Customers and Tanzanian vendors



MAJOR DUTIES AND RESPONSIBILITIES:

45%
Receives procurement requests from GSOs, Procurement Agents and Customers. Determines type of action necessary and sources from which the request can be satisfied; This includes soliciting bids and negotiating prices of commodities. Process petty cash Purchases for prompt delivery to customers.



20%
Prepares purchase orders for items to be obtained from local market and other sources. Requests bids or quotations by Telephone, correspondence, advertisement and personally. Visits bidder’s establishment in order to better determine capabilities and to negotiate price and other Conditions.



20%
Processes and follows up requests for prompt action by Suppliers. Reviews price responses and recommends the best offer. Establish and maintain frequent petty cash suppliers contacts, reviews their capabilities and promptness.



15%
Performs all administrative tasks associated with the orders: FPDS, e-filing, cash reconciliation, etc Watch contract timeline for expiration dates. Propose new vendors and creative solutions to procurement based on market research.




QUALIFICATIONS REQUIRED

Education:
Completion of Secondary School (form IV) is required.
Experience:
Two years’ experience in procurement and in supplies is required.
Language:

Proficiency in operating Microsoft Word, Excel and Access and position will require driving a manual (Stick-shift) car. Must possess valid B&D license and be able to drive manual vehicle is required. (This will be tested).

Job Knowledge:
Knowledge of GSA and local procurement regulations; also inventory control. Knowledge of local commodity service sources is required.

BASIC FUNCTION OF POSITION

The incumbent is responsible for the scheduling and dispatching of motor pool vehicles and drivers.

MAJOR DUTIES AND RESPONSIBILITIES:

50%
Responsible for assigning drivers to vehicles and trucks and setting schedules for rotating shift drivers for Motor pool and other agencies as required. Oversees daily scheduling of over 40 vehicles and also dispatches official vehicles for ICASS, Program, and other U.S. Agencies that subscribe to vehicle operations under ICASS. Troubleshoots issues surrounding the scheduling of vehicles and drivers and corrects situations, reporting results to motor pool supervisor. Coordinates with Motor pool mechanics on availability and performance of vehicles. Performs the duties of Motor pool Supervisor or Deputy Supervisor in their absence. Act as chauffeur if required. Demonstrates excellent customer service to USG customers.

50%
Responsible for collecting and entering data on motor vehicle use to include mileage records, fuel consumption, vehicle registration information, driver information, passenger/agency details for the purpose of producing reports and ICASS workload counts; monitor fuel consumption on upcountry trips and report any cleanliness. Produces billings for other authorized use and workload counts for supervisor’s review. Responsible for recording time and attendance and producing pay period reports for review by supervisor. Schedules for annual leave for motor pool staff.




QUALIFICATIONS REQUIRED

Education:
Completion of Secondary School or qualified vocational school is required.

Experience:
Four years’ experience in motor vehicle operations, such as vehicle registrations, driver/dispatcher, mechanics/garage, supply or procurement and some experience as a dispatcher is required.

Language:
English Level III (good working knowledge) and Kiswahili Level IV (fluent) is required. (This will be tested)

Skills and Abilities:
Ability to adapt quickly and calmly to changing circumstances; plan, initiate, organize and allocate resources to accomplish program needs through the defective and efficient use of available resources; resolve difficult problems and suggest solutions to supervisors. Interface with mission personnel regarding schedules land requests for services. Must possess valid Class C driver’s license. Must have computer skills that allow for data entry and manipulation of data in programs so as to produce reports is required. (This will be tested).

Job Knowledge:
Must be knowledgeable in local traffic laws and regulations. Must have thorough knowledge of the local streets and roads throughout Tanzania. Familiarity with defensive driving techniques, vehicle safety policies, and basic automotive mechanics. Must demonstrate ability to utilize word processing, spreadsheets, and data base applications. Must have thorough understanding of Department of Embassy motor pool policies and procedures. Must have knowledge in planning and implementing transportation for VIP visits, including building motorcades is required.
