RTI is recruiting candidates for the anticipated USAID-funded integrated health service delivery project in Tanzania
RTl international is seeking candidates for an anticipated USAID-funded integrated health service delivery project in Tanzania. The purpose of this project is to strengthen the integrated health care delivery, largely focusing on the public sector, at the national and local government authority level in Lake and Western Zones. Specifically, efforts will focus on improving delivery of services for malaria; maternal, newborn and child health; family planning and reproductive health. The position will be based in Dar Es Salaam, Tanzania.
Successful candidates must possess excellent oral and written communication skills including fluency in English.

Job Title: Chief of Party


Provide technical leadership and managerial oversight for the project, ensures timely implementation and reporting of activities, as well as is the projects senor representative engaging with USAID, the Tanzania Government and other in-country stakeholders.

Qualifications:

• Master’s Degree in Public Health, Health Economics, Health Policy or a related field with at least 12 years' experience managing and leading teams for complex integrated health projects. Experience in Tanzania preferred. 
• Expertise in any of the following technical components malaria; maternal, newborn and child health; family planning and reproductive health; governance; health finance; human resources for health; and/or health management information systems. 
• Knowledge of national issues impacting health' service delivery and demonstrated success strengthening local strengthening local government institutions. 
• Professional excellence in health program management. Demonstrated capacity to build and maintain productive working relationships with network of partners and stakeholder, including government ministries. 
• Experience working as a COP for USG-funded project is highly desirable. Strong knowledge of USAID administrative, management and reporting procedures and systems along with strategic program planning, management, supervision, and budgeting expertise. 
• Must have strong oral and written communication and presentation skills in English (tested FSI R4/S4). Fluency in Kiswahili will be a significant asset.

Job Title: Technical Director

Provide guidance and leadership for all technical aspects of the project including piloting and scaling-up technical support to private arid public health facilities; conducting technical trainings; and overseeing quality assurance. Qualifications: Clinical background - Medical Doctor with advanced degree or postgraduate qualification in Public Health, Epidemiology, Health Economics, Health Policy, Business Administration or a related field with at least 10 years' experience managing and leading technical teams for complex integrated health projects.

Qualification and Experience
• Comprehensive expertise in any of the following technical components: malaria; maternal, newborn and child health; family planning and reproductive health; governance; health finance; human resources for health; and/or health management information systems. 
• Experience in malaria programming preferred. 
• Knowledge of national issues impacting health service delivery and demonstrated success strengthening local strengthening local government institutions. 
• Health program management including experience in the following: client relationship management, developing program work plans, developing budgets, managing program implementation, and managing technical assistance teams. 
• Capacity to build and maintain productive working relationships with a network of partners and stakeholders, including government ministries. 
• Experience working on USG-funded project is highly desirable. Excellent oral and written communication and presentation skills in English (tested FSI R4/S4) and fluency in Kiswahili

Job Title: Finance and Operations Director


Provide oversight for all financial and operational aspects of the project to ensure compliance. Oversees preparation and submission of financial statements, expense reports, etc. Ensures appropriate systems for payments and budgeting.

Qualifications
• Master's degree and 9 years of experience or Bachelor's degree and 12 years of experience and at least 5 years of senior-level responsibility for administration and finance managing programs of similar size.
• Expertise in finance, accounting and auditing, monitoring of grant compliance and management and the establishment of internal controls: Prior experience overseeing finance and administration for a USG-funded project. 
• Knowledge of USAID administrative, management and reporting procedures and systems along with strategic program planning, management, supervision, and budgeting expertise. 
• Excellent track record of good interpersonal, supervision, leadership and managerial skills.
• Results-oriented and team player and ability to follow guidelines and controls required of the position.
• Prior experience managing a team of highly-successful staff working in multiple locations/field offices. Proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting and procurement software (particularly QuickBooks) is preferable. 
• Fluency in English is required. 
• Additional proficiency in Kiswahili will be preferred.
