Palladium is currently seeking a Monitoring and Evaluation (M&E) Advisor to support operational research, data quality assessments and M&E trainings with health partners. This is a full-time position based in our Dar es Salaam office.

Primary Responsibilities
The position is part of a team of M&E Advisors who work together on activities related to conducting research, data quality assessments and M&E training and mentoring to partners. The M&E Advisor will work closely with the Chief of Party, Deputy Chief of Party and Senior Technical Director and project staff representing MEASURE Evaluations? five partners (ICF-Macro, Futures Group, JSI, MSH, and Tulane University).
Additional responsibilities will include ensuring the incorporation of cross-cutting themes of gender and sustainability across the entire project.
This position requires frequent travel in-country.

Minimum Education and Experience Required

Master?s degree in a related field
At least 3 years of related field experience, including at least 2 years of field research experience.
Demonstrable skills in M&E and experience designing monitoring and evaluation plans, assessing data needs, and designing and implementing data collection activities.

Primary Responsibilities

Meeting with TACAIDS to discuss communication marketing needs for the ATF
Developing a marketing communications strategy to address the needs identified
Develop communication products including a PowerPoint presentation for marketing the ATF, brochures and a storyboard for a website
Set-up and lead stakeholder meetings around the development of the ATF marketing communication strategy
Liaise with the HPP technical team (including other consultants), TACAIDS and other key stakeholders to ensure that timelines are met on key deliverables and milestones.

Core Role:

To support the International Development business and the Impact Investing team to maximise our capability on current and future bids for existing and prospective key donor clients, which require specific innovative inputs on impact investing and broader technical financial assessment;
To help develop and build the level of Impact Investment knowledge/ consistency of expertise across the wider Palladium group; and
The role will have a direct reporting line to the International Development business with a dotted line to the head of Impact of Investing, and it will include a global remit.
The home base is flexible, ideally based in one of the main jurisdictions in which Palladium currently operates
Primary Responsibilities

Act as the primary delegate and "go-to" person on all donor bids that comprise elements of impact investing, advice on innovative financial structures, etc.;
Draft the impact investing/ financial technical proposals as part of wider team to deliver on bids per client requirements;
Provide financial technical assistance and related services in a consultant capacity to the International Development business;
Facilitate access to key contacts in the impact investing space (in conjunction with the Impact Investment team);
During implementation phase of bids, support Palladium with the management of investor relations (in consultation with Impact investment team) to provide comments on best practices from global impact investment perspective.
Experience and Qualifications

Practical experience of working across the international impact investing space (not necessarily investing first- hand), with strong preference for a candidate, from the emerging markets in which Palladium operates;
Undergraduate degree in finance or similar field and master's degree (e.g. MBA, ACMA, ACA, CFA or equivalent);
Fully competent and thorough understanding of financial instruments, and how they work;
5-7 years of experience from a major/ internationally recognised consultancy firm, venture capital/ private equity firm, recognised global foundation, family office, global NGO, DFI, or M&A financial advisory team in a major bank/ corporation (candidates who are exclusively focused on debt products will not be considered);
Working knowledge of/ past experience with multilateral, bilateral, and philanthropic partners;
International development experience overseeing and providing project management support to field- based programmes, as well as designing programmes and partnership/ organisation strategies is highly desirable;
Proven analytical capability and strengths in programme design, programme risk assessment and mitigation, data analysis, project management, and performance measurement skills.
Competencies

High degree of intuition, emotional intelligence, along with a well-developed cultural sensitivity for working across a multitude of emerging markets;
Ability to multi-task, work effectively in bid-team environment, with collaboration and teamwork skills (capability to do so globally/ across teams);
Flexibility to adapt in a quick-paced environment, and comfort with ambiguity;
Independent innovative thinker, creative, and open to trying new approaches;
Comfortable with public speaking and connecting with varying levels of audience members, including investors;
Strong presentation skills;
Ability to build lasting business relationships at all levels (including investors/partners/donor clients);
Willing and able to travel frequently for extended periods to international development project locations globally.
