REPORTS TO: Functionally report to the Speaker and administratively report to the Clerk of the Assembly

MAIN PURPOSE OF THE JOB

Manage day-to-day operational and administrative functions for the office of the Speaker

DUTIES AND RESPONSIBILITIES

•    Responsible for the administration of the Office of the Speaker
•    Facilitate the exchange of information between the Office of the Speaker and the Office of the Clerk
•    Drafting Speaker’s presentations and Speeches
•    Undertake research for Speaker’s use
•    Prepare draft correspondence and take minutes as require
•    Liaise with Members of Parliament and other persons in contact with the Office of the Speaker
•    Assist with the co-ordination of official events and manage the Speaker’s appointment diary
•    Assist with conference co-ordination as required.
•    Act as 1st point of contact for speakers guests.
•    Handle phone calls on behalf of the Speaker and assist with inquiries
•    Prepare agendas, confirm decisions and instigate follow up action where required
•    Refer matters that relate to the incurring of expenditure to the Office of the Clerk
•    Prepare itineraries and co-ordinate travel as necessary
•    Draft letters

QUALIFICATIONS AND EXPERIENCE

•    Masters degree in Public Administration, Political Science, Mass Communication, or any Social Science related field.
•    Minimum of eight (8) related experience with three (3) years in a Parliamentary Environment, preferably as Personal Assistant to Senior Management.

MAIN PURPOSE OF THE JOB

To supervise, control and coordinate the accounting function of East African Legislative Assembly.

DUTIES AND RESPONSIBILITIES

1. Provide data for use in financial management;

MAIN PURPOSE OF THE JOB

To coordinate harmonisation and implementation of projects and programmes related to civil aviation and airport sub sectors in the Community.

DUTIES AND RESPONSIBILITIES

1. Coordinate and facilitate the harmonization of civil aviation and airports policies of the Partner States.
2. Initiate and promote the adoption of a harmonized legal framework in civil aviation and airports sub sectors of the Partner States.
3. Coordinate and facilitate the implementation of studies and recommendations in the East African Civil Aviation Safety Projects (covering the implementation of the aviation safety and security regulations; development of aviation manuals and publications; support to the EAC Civil Aviation Safety and Security Oversight Agency
(CASSOA); Upper Flight Information Region and Global Navigation Satellite Systems among others.
4. Coordinate meetings of the Heads of Civil Aviation and Airport
Authorities and follow up on recommendations.
5. Liaise with international and regional organizations on civil aviation and airports..
6. Develop draft proposals for projects for funding in civil aviation and airports sector.
7. Develop draft Terms of Reference as appropriate for projects and
programmes in the sub-sector.
8. Participate in the identification of regional centres of excellence in civil aviation and aviation sub sectors.
9. Prepare progress and annual reports on the sub sectors and follow up on implementation of Council and Summit decisions related to the Sector.

QUALIFICATIONS AND EXPERIENCE

A Masters Degree in Engineering, Aeronautical Engineering, Transport Economics or an equivalent qualification from a recognised University.
10 years of experience in civil aviation, with 5 years at a senior level.

JOB TITLE: POLICE LIAISON OFFICER

DUTIES AND RESPONSIBILITIES

1. Maintain and enhance liaison between Partner States’ Police
Forces/Services and EAC Secretariat
2. Promote the use of INTERPOL Tools and Services in the fight against cross border and transnational crime.
3. Co-ordinate the implementation of EAPCCO resolutions in liaison with
Interpol Regional Bureau Nairobi through the EAC Policy Organs
4. Co-ordinate, monitor implementation of and follow-up on resolutions, decisions, directives and recommendations of EAC Police Chiefs meetings.
5. Maintain records of activities of co-operation on crime and security matters among EAC Police Forces/Services as means to strengthen support for each other
6. Identify good policing practices within the Partner States and other RECs for consideration of adoption by EAC Police Services / Forces.

ACADEMIC/PROFESSIONAL QUALIFICATION AND EXPERIENCE

The applicants for the post of Police Liaison Officer must
1. Hold a Bachelors degree from a recognized University. A Master’s degree will be an added advantage.
2. The candidate must be a serving Police Officer at the rank of Assistant
Commissioner or equivalent and above
3. 15 years’ professional experience with 8 at senior level.
4. Experience with a Regional or International Organization in similar capacity will be an added advantage.

1. Responsible for EAC Programme on Approximation of National Laws in the East African Community context;
2. Facilitation of research and articulation of regional best practices in
Harmonization of National Laws;
3. Responsible for coordination of the EAC Regional Judicial
Education/Training Programme;
4. Draft and review agreements, contracts and other legal documents ensuring consistency with Community Mandate;
5. Representation of the Community in legal disputes in the East African Court of Justice, other Courts of Judicature and other fora; and
6. Drafting legal instruments, reviewing and negotiating tripartite Protocols, Agreements, MOUs, funding and grant agreements.

QUALIFICATIONS AND EXPERIENCE

•    A Master’s Degree in Law from a reputable university, with a Post Graduate
•    Diploma in Legal Practice, or a certificate of enrolment on the Bar or a diploma to practice law in the respective Partner State.

2. To record the deliberations and Minutes of the Meetings of the Council of Ministers and the said Sectoral Councils and to prepare reports thereof in consistent and serialized manner;
3. To follow-up implementation on decisions made by the Sectoral
Council on Legal and Judicial Affairs matters and Council of Ministers; and

MAIN PURPOSE OF THE JOB

Ensure the financial resources are utilized effectively, and that all payments are made in compliance with the Financial Rules and Regulations and other directives of the Council, Summit as may be issued from time to time.

1. Initiate the development and improvement of accounting processes, systems and control for implementation, in line with the Secretariat’s financial rules and regulations and International Accounting Standards;
2. Provide leadership and overall guidance to the Accounts staff including those of Projects and other Organs and Institutions of EAC to facilitate harmony in implementation of standard operating systems and processes in all EAC operations;
3. Implement financial decisions of the Council;
4. Facilitate maintenance of accounting records for the Community, review and submit timely and accurate analysis of periodic financial reports (monthly and quarterly), to management for decision making;
5. Monitor and analyze status of obligations and expenditures and ensure that payments are disbursed in accordance with the set regulations;
6. Monitor daily financial utilization and ensure availability of sufficient cash in the bank accounts to meet EAC’s financial obligations at all times;
7. Monitor and verify financial statements and ensure bank monthly reconciliations are completed for all EAC bank accounts;
8. Keep custody of cash receipt vouchers, cheques and other accountable documents established for payment;
9. Prepare annual consolidated financial statements for purposes of audit;
10.Provide authoritative advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to EAC financial Rules and Regulations;
11.Maintain Partner States contribution records, prepare and submit quarterly demand note for contributions to Partner States and follow up on their outstanding contributions;
12.Co-ordinate external audits and facilitate harmonization of EAC audit responses to external auditors;
13.Co-ordinate implementation of directives issues by the Council on audit observations;
14.Monitor and ensure effective operation of monthly payroll, accurate calculations are done and staff payments made on due dates;
15.Follow-up the usage of funds and ensure compliance to the rules and regulations governing Donor funds;
16.Facilitate submission of quarterly financial reports to the Donors, including the provision of any other information required from time to time;
17.Identify training needs for Accounts Staff within the Community and liaise with Human Resources department to prepare training
programmes bases on the needs identified;
18.Negotiate bank commission rates and fixed deposit interest rates and fixed deposits interest rates and recommend reputable banks for the
Community to deposit funds;
19.Perform any other duties as may be assigned by Management.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

(i) A Master’s degree in Commerce or in Business Administration preferably specialized in Finance and /or Accounting, or Master of Science in Finance or Accounting.
(ii) Certified Public Accountant: CPA (T), CPA (K), ACCA or equivalent;
 (iii) Minimum 10 years relevant experience with 5 years at senior position. Work in accounts/or finance unit. Work experience in an International Organization or Regional Organization is an added advantage;

SKILLS AND COMPETENCIES

•    The ideal candidate should demonstrate good leadership, planning, interpersonal communication, and report writing skills; must be a team player and must prove proficiency in application of spreadsheet and database accounting, including the use of Sun Accounting Software.
